Job Description

Join Howard Shockey & Sons, a trusted leader in commercial construction with a long-standing reputation for quality, integrity, and innovation. We are seeking an experienced and proactive Partner Services Project Manager/Estimator to join our team—someone who values safety, collaboration, accountability, and thrives in both preconstruction and project execution environments.

The Partner Services PM/Estimator plays a critical hybrid role within Shockey’s Partner Services team, combining preconstruction estimating expertise with project execution leadership. This position is responsible for both developing accurate scopes and estimates and managing the successful delivery of interior construction projects from kickoff through closeout. Partner Services projects frequently originate from client-defined needs rather than fully developed drawings, requiring this role to interpret project intent, determine required trades, and develop a complete scope that reflects how the work will actually be built in the field.

Success in this role requires strong construction judgment, trade coordination awareness, and organizational discipline. The PM/Estimator must be able to translate conceptual client needs into executable work plans while maintaining control of cost, schedule, and project communication.

Estimating & Preconstruction

  • Review drawings, specifications, and existing conditions to prepare accurate project estimates.
  • Develop quantity takeoffs for labor, materials, equipment, and required trades.
  • Identify MEP, fire alarm, HVAC, plumbing, and other systems required to complete the scope.
  • Prepare proposals, assumptions, clarifications, and scope narratives that reflect real-world constructability.
  • Evaluate subcontractor quotes, identify scope gaps, and ensure complete trade coverage.
  • Provide conceptual pricing or budget estimates when full drawings are unavailable.
  • Coordinate with internal teams to validate constructability and sequencing during the estimating phase.

Project Management

  • Lead Partner Services projects from kickoff through closeout
  • Maintain responsibility for budget, schedule, and project quality.
  • Coordinate with Partner Services leadership, field superintendents, subcontractors, and internal departments.
  • Develop project schedules reflecting trade sequencing and occupied-building constraints.
  • Manage procurement, subcontract buyout, material ordering, and cost tracking.
  • Maintain consistent communication with clients, building management, and stakeholders.
  • Maintain organized project documentation including RFIs, change management, meeting notes, and closeout documentation.

Field & Trade Coordination

  • Understand and plan interior construction sequencing from mobilization through punch-out.
  • Coordinate closely with field supervision to ensure proper installation sequencing.
  • Verify MEP rough-ins, inspections, and above-ceiling work prior to closing walls or ceilings.
  • Conduct periodic site visits to confirm field conditions and project readiness.
  • Identify potential coordination issues early and proactively resolve them.

*Other duties may be assigned.

 Supervisory Responsibilities

  • Responsibilities include training employees; planning, assigning, and directing work, performance appraisals, making recommendations to management for the rewarding and disciplining of employees; addressing complaints and resolving problems.

Requirements

  • 3+ years of experience in construction project management, estimating, or a hybrid role.
  • Strong understanding of interior construction sequencing and trade coordination.
  • Ability to interpret drawings and develop scopes across multiple trades.
  • Experience coordinating subcontractors and managing trade interactions.
  • Proficiency in Excel for estimates, cost tracking, and project analysis.
  • Strong written and verbal communication skills.
  • Ability to manage projects in occupied buildings, considering logistics, noise, dust control, and access.
  • Demonstrated initiative and ownership of assigned responsibilities.

Preferred

  • Experience with self-perform interior trades (framing, drywall, ceilings, painting).
  • Experience preparing client proposals and written scopes of work.
  • Familiarity with code compliance, permitting, and inspection processes.
  • Experience working in fast-paced service-oriented construction environments
