Position Summary

Performs moderately complex to complex (journey-level) general ledger accounting work in direct support of the Shared Services Financial Analysis program. Work involves preparing financial statements, records, documents, and reports. Includes posting and auditing of the general ledger. The position requires a strong emphasis on interpersonal skills and problem resolution. Works under general supervision with limited – moderate latitude for the use of initiative and independent judgment.

·       Maintains and balances financial statements, reports, schedules, and exhibits.

·       Classifies, codes, posts, and balances financial and accounting documents and records received via Automated Clearing House transfers, Interagency Transaction Vouchers, and Lockbox. Reconcile total cash and checks to summary listing and system reports.

·       Researches and reconciles discrepancies in accounts, bank statements, or appropriation balances; and reports findings.

·       Analyzes accounting records and prepare journal entries based on that analysis to support monthly and annual financial reporting requirements for the Texas.gov and Statewide Technology Services programs.

·       Maintains adequate records of expenditures, funds, appropriations, and expenses, as well as revenue collected and deposited.

·       Analyzes and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.

·       Enters manual bills according to established procedures.

·       Performs other work-related duties as assigned.

Education

·     Graduation from an accredited four-year college or university with major coursework in accounting.

·     Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required).

Experience and Training Required

·     Three (3) years of accounting experience

·     Two (2) years of experience in a Microsoft Office environment

Experience and Training Preferred

·     Experience working in an accounting environment in a state of Texas agency.

·     Experience using the Comptroller of Public Accounts’ (CPA’s) Centralized Accounting and Payroll/Personnel System Financials (CAPPS Financials) and Uniform Statewide Accounting System (USAS).

Knowledge, Skills, and Abilities

·       Knowledge of generally accepted accounting principles, practices, and procedures

·       Knowledge of standard office principles, practices, and procedures

·       Ability to make accurate mathematical computations and tabulations

·       Ability to effectively use 10-key numeric keyboard by touch

·       Ability to understand and follow brief oral and/or written instructions

·       Ability to communicate effectively both verbally and in writing; in a clear and concise manner; and with individuals from diverse backgrounds

·       Ability to produce a high degree of accuracy in work

·       Ability to work under pressure and exacting schedules to complete assigned tasks

·       Ability to work flexible schedule to meet required deadlines when necessary

·       Ability to exercise courtesy, tact and diplomacy in all communications

·       Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.

·       Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office preferred).
