The Purchasing Office is searching for a capable and self-motivated individual to fill the role of Purchasing Manager. Reporting to the Director of Purchasing/Senior Purchasing Manager, the appointee will lead a team of Purchasing Officers as direct reports to provide support to stakeholders in the University on procurement matters. The appointee will:
- analyze information and conduct post-event control on devolved procurement; assess root causes and work out improvement plans with stakeholders to ensure compliance with policies;
- identify opportunities to consolidate requirements of frequently purchased items and communicate with stakeholders to determine tender specifications and requirements;
- engage in the development and implementation of systems to streamline the procurement processes;
- establish and manage contract items on an online platform to improve efficiency and control;
- manage vendor database, evaluation and management processes;
- undertake the procurement of goods and services for the University consistent with the established regulations and procedures;
- review the activities of buyers to ensure compliance with policies, identify and fulfill any training requirements; and
- perform any other duties as assigned.
Applicants should have a recognized degree and at least 10 years of work experience in purchasing and tendering, preferably including 3 years at a supervisory level. Category experience in construction projects or background in Quantity surveying, solid experience in implementation of procurement systems and procedures, strategic sourcing and vendor management would be an advantage. A good command of written and spoken English and Chinese, as well as fluency in Putonghua, is a plus. (Duration: 2 years, renewable)
Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. A gratuity will be payable upon successful completion of contract.
