Position Summary

The Compliance and Risk Officer performs highly advanced risk management and executive level work. This position establishes the agency’s risk and compliance direction, goals, and objectives. Work involves overseeing the development and evaluation of agency risk management programs and directing risk management reviews. The Compliance and Risk Officer facilitates proactive risk identification and monitoring based on internal and externally sourced analysis. Supervises the work of others. Works under minimal supervision of DIR’s Deputy Executive Director with extensive latitude for the use of initiative and independent judgment.

·       Oversees, analyzes, and monitors risks across all agency divisions including operational, compliance, legal, and financial functions; provides independent oversight and guidance for managing risk and ensuring compliance including the development and implementation of risk management metrics

  • Oversees the daily activities of the Compliance and Risk Office; provides direction, guidance and hands on assistance as needed; plans, assigns, and supervises the work of department staff; oversees hiring process, assessment of training needs and opportunities; development of employee annual performance goals and conducting timely performance evaluations.

     

  • Serves as an advisor to agency leadership and stakeholders with respect to compliance and risk related matters and provides exemplary leadership in promoting the agency’s commitment to the management of both.

     

  • Researches internal and external trends, policies, legislation, statutes, and administrative rules to evaluate impacts and identify potential risks to the agency’s established goals and objectives for risk management to minimize risk exposure; evaluates risk management effectiveness.

     

  • Serves as the agency representative and liaison to coordinate reviews and resolution of external and internal risk reviews, investigations, and other compliance-related processes

     

  • Conducts general research, advises and represents the agency on issues related to risk management; Develops strategies that identify, analyze, and mitigate risk; determines methods for handling losses, liabilities, and risk exposures;

     

  •  Reports/escalates findings to the Executive Director and senior leadership team; Develops risk policies and advises stakeholders including board members on implementation and updates to the risk management framework

     

     

  • Performs other work-related duties as assigned.

Education

·       Graduation from an accredited four-year college or university with a degree in management, information systems, business, public administration, political science, or a related field. 

Experience and Training Required

·       Seven (7) years of experience managing risk and/or compliance programs

·       Seven (7) years of experience drafting, and revising risk management procedures, policies, controls, and metrics, or related experience

·       Seven (7) years of experience in preparing and delivering clear, effective executive-level presentations

·       Three (3) years of experience in a full-time consultative, supervisory, or managerial role

Knowledge, Skills, and Abilities

·       Working knowledge of state and federal guidelines and standards related to government administration

·       Working knowledge of highly complex program planning and implementation

·       Working knowledge of risk management methodologies, principles, and practices

·       Demonstrated knowledge of agency and program policies, procedures, and regulations

·       Ability to actively attend to, convey, and understand the comments and questions of others

·       Ability to act in a self-confident manner to facilitate completion of a work assignment or to defend a position or idea

 

·       Ability to consult and provide sound advice and recommendations that enable others to make business decisions in the best interest of a project and/or the agency

 

·       Demonstrated ability to communicate effectively, both verbally and in writing, to a variety of audiences. Must be an articulate and persuasive leader, able to communicate concepts to a broad range of technical and non-technical staff

 

·       Demonstrated ability to influence change and adoption beyond immediate teams to implement risk management programs.

·       Ability to multi-task, prioritize activities, manage conflicts of interest, delegate and meet deadlines while working in a fast-paced environment.

·       Demonstrated executive presence and judgment to effectively interact with employees of all levels

·       Knowledge of relevant risk and compliance issues, laws and regulations.

·       Demonstrated skill in building, leading and managing high-performance teams; includes motivating team members, driving individual and team productivity, providing guidance and direction, setting clear expectations, having difficult conversations, and making difficult decisions. 

·       Demonstrated presence to interact effectively with senior leaders.

·       Demonstrated ability to foster strong customer relationships

·       Demonstrated ability to communicate effectively with individuals and groups; to make effective

·       presentations in formal and informal settings

·       Ability to work effectively with various levels of professionals including legislators, board members, staff, and the general public

 

·       Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers

 

·       Ability to effectively interpret and develop policies, procedures and regulations

·       Ability to understand, follow and convey brief oral and/or written instructions

·       Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment

Computer Skills

·       Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office required).
