Senior Law Enforcement Mentor for Road & Transit Security

Description:

Sincerus Global Solutions is seeking an experienced full-time Senior Law Enforcement Mentor who will serve as the senior embedded mentor supporting the Police of the Republic of Mozambique (PRM) in strengthening security along critical transit corridors in northern Mozambique. This role focuses on road and transit security aimed with enhancing PRM's ability to detect, deter, and respond to terrorist threats along key highway networks.

This position combines operational law enforcement expertise, leadership development, and equipment oversight. The Advisor will lead capacity-building efforts, mentor PRM units in transit security operations, and ensure effective use of provided equipment and resources to improve readiness and response.

Key Responsibilities

• Transit Security Operations and Mentorship
  • Provide hands-on mentorship to PRM leadership and units responsible for securing key transit routes and focusing on the protection of the N1 and N380 highways. The primary goal is to establish a secure transit environment for personnel, equipment, goods and services in the province.
  • Strengthen capabilities in:
    • Route security and patrol operations
    • Checkpoint management and vehicle interdiction
    • Detection and disruption of terrorist threats along transit networks
• Leadership Development and Team Building
  • Mentor PRM on coordination with other law enforcement, military, and private security entities providing security on the N1 and N380 routes
  • Mentor PRM supervisors and unit leaders on:
    • Command and control
    • Decision-making under pressure
    • Personnel management and accountability
  • Build unit cohesion, trust, and consistent application of trained skills

• Equipment Management and Operational Readiness
  • Advise on the deployment, use, and accountability of program-provided equipment
  • Ensure PRM personnel are trained in proper use, maintenance, and tracking of equipment
  • Support development of systems for inventory control, maintenance, and sustainment
• Tactical Capability Development
  • Mentor PRM units in tactical response to security incidents along transit routes
  • Provide guidance on high-risk vehicle stops, incident response and coordination, and officer safety and situational awareness
  • Support development of rapid, coordinated responses to emerging threats
• Operational Planning and Coordination
  • Assist in planning and executing preventive and response operations along transit corridors
  • Support implementation of structured patrol strategies and presence along high-risk routes
  • Track operational activities and contribute to program reporting and performance monitoring requirements

Required Qualifications

• 15+ years of experience in:
• Law enforcement and/or counterterrorism operations
• Strong understanding of transit, patrol, or corridor security operations
  
  • Tactical or specialized units (e.g., critical response, high-risk operations
  • Field leadership or supervisory roles
• Demonstrated experience in operational command, supervision, and team leadership
• Experience mentoring or training partner forces or junior officers
• Experience working in high-risk or austere environments

• Fluent in English (reading, writing, and speaking); Portuguese or Swahili language skills are highly preferred

• Excellent interpersonal and written/oral communication skills
• Proficient in Microsoft Word, PowerPoint, and Excel

Preferred Qualifications

• Africa experience strongly preferred
• Familiarity with equipment accountability and logistics systems
• Basic understanding of emergency/trauma response or field medical considerations
