Operations & Maintenance (O&M) Director
Role Purpose
The O&M Director will provide overall leadership, strategic direction, and technical oversight of the Integrated O&M Team. The role focuses on ensuring that O&M requirements are fully integrated into system design, construction, testing, and handover, and on coordinating closely with the appointed O&M Concessionaire to achieve seamless operational readiness and long-term system sustainability.
Key Responsibilities
Leadership & Team Management
Lead and manage the integrated O&M team comprising international and national experts across operations, maintenance, rolling stock, systems, depot, safety, and asset management disciplines.
Act as the senior O&M authority within the General Consultant team.
Ensure effective coordination and information flow between O&M specialists and other technical disciplines.
O&M Strategy, Readiness & Integration
Define and oversee the overall O&M framework, policies, and readiness approach for the railway system.
Ensure that operational, maintainability, reliability, and safety requirements are embedded in system design, construction, and testing.
Guide preparation and review of O&M plans, maintenance philosophies, asset management strategies, and lifecycle considerations.
Coordination with O&M Concessionaire
Serve as the primary coordination interface with the appointed O&M Concessionaire on all O&M-related matters.
Facilitate alignment between the project’s technical deliverables and the O&M Concessionaire’s operational and maintenance requirements.
Support coordination on mobilization planning, staffing assumptions, training frameworks, and operational procedures.
Ensure effective knowledge transfer and information exchange between contractors, the project team, and the O&M Concessionaire.
Technical Oversight
Review infrastructure, systems, rolling stock, depot, and facilities designs from an O&M, maintainability, and operability perspective.
Ensure compliance with applicable standards, safety regulations, RAMS requirements, and best international practice.
Oversee identification and mitigation of O&M-related risks impacting operational readiness and long-term performance.
Interface & Stakeholder Management
Liaise with the Client, General Consultant leadership, Contractors, and the O&M Concessionaire on O&M issues.
Lead and participate in O&M-related workshops, coordination meetings, and technical reviews.
Provide clear technical advice and recommendations on O&M matters to senior stakeholders.
Required Skills and Qualifications
Bachelor’s or Master’s degree in Electrical, Mechanical, Railway, or Systems Engineering, or a related field.
Minimum 10 years of professional experience in railway system operations, maintenance, and management under a railway operator and a consultant.
Proven experience in Asian countries is mandatory, preferably with direct involvement in subway and urban rail systems.
Demonstrated experience in predictive maintenance programs, system testing, and commissioning.
Familiarity with O&M performance monitoring.
Knowledge of safety standards, HAZARD/HAZOP procedures, and operational risk management.
Skills in documentation, e.g. technical reporting, presentation material preparation, etc. (Able to produce report/presentation material).
Excellent written & verbal communication and coordination skills for managing multi-disciplinary teams.
