Job Description

JOB OBJECTIVE:  Work involves coordinating and facilitating stakeholder meetings for Texas Historical Commission (THC) initiatives, serving as a resource for volunteers and THC partners that work with the THC’s State Historic Sites through private philanthropic support, advocacy, tourism initiatives, and consultation (Friends Groups, supporting nonprofits, heritage tourism organizations and stakeholder groups). Work with historic sites’ philanthropic partners to provide nonprofit expertise and to help build, maintain, and grow established Friends Group organizations.  Train, lead, assign and prioritize the work of others.  Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

 

ESSENTIAL DUTIES:

1.       Develop and maintain a new Community Engagement Program to support Historic Sites Division (HSD) staff and their collaboration with heritage tourism, philanthropic, and other relevant community, and regional partners to THC historic sites. Provide leadership and direction to the overall program.

2.       Facilitate the coordination of stakeholder meetings, and serve as a THC liaison, with private and nonprofit partners such as the Heritage Trails and other heritage tourism organizations, Main Streets, historic sites supporting nonprofits and Friends Groups, and constituents that consult with the THC’s historic sites.

3.       Direct Friends Group organizations and Historic Sites Managers in building partnerships with other THC programs, community interest groups and heritage tourism businesses.

4.       Guide Friends Groups and Site Managers in developing mutual strategies to build programs, activities, and projects that support the agency and site’s annual work plans and other management plans.

5.       Deliver training for THC staff, Friends Groups and other stakeholders including but not limited to the following topics:  orientation about agency programs and goals; Memorandum of Agreements; best practices in nonprofit-agency partnerships; strategic planning; fundraising; nonprofit governance.

6.       Administrate the annual Friends Alliance Awards, in collaboration with the Friends of the THC.

7.       Evaluate the effectiveness of partnerships by attending regular meetings with Friends Groups’ and other stakeholder organizations, consulting with site staff and their supervisors, to assess the purpose, goals, objectives, roles, and responsibilities outlined in partnership agreements and ensuring that expectations are clear and realistic, recommending formal or protocol changes as necessary.

8.       Facilitate Site Managers and Friends Group organizations in renewing, modifying, or developing new Friends Group and other community partnership Agreements.

9.       Coordinate community stakeholders during the Interpretive Master Plan community stakeholder process for historic sites.

10.   Consult with the Friends of the THC (FTHC) staff, board of directors and their Liaison Committee in order to guide the Friends Alliance Program and policies associated with fiscally sponsored Friends Groups and the Friends Alliance Awards.

11.   Work with HSD Deputy Executive Director and the FTHC to understand sites’ business plans in order to consult with site staff and nonprofit partners in addressing those needs.

12.   Provide reports to agency leadership and other staff regularly on Friends Group and other constituents’ activities and projects.

13.   Facilitate consistent communication between the Historic Sites Division and other relevant THC divisions, such as the Community Heritage Development Division, the Friends of the THC, and the Communications Division.

14.   Adhere to established work schedule with regular attendance.

15.   Follow all THC safety guidelines/procedures and ethics requirements.

 

NON-ESSENTIAL DUTIES:

Perform other duties as assigned.

QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met):

·         Graduation from an accredited college or university with coursework in non-profit management, historic preservation, group facilitation, public history, heritage tourism, cultural resource management, or closely related field;

·         Minimum four years of professional business, consulting, or non-profit work experience, with demonstrated results;

·         Experience preparing learning material and effectively teaching/training professional staff, boards, and volunteers both in-person and remotely;

·         Work experience performing analyses and preparing technical reports;

·         Professional experience establishing and maintaining effective working relationships with various constituencies.

·         Ability to maintain the security or integrity of the critical infrastructure;

·         Valid driver’s license, acceptable driving record and ability to drive a state vehicle; and

·         Travel may be required for up to 35% of the work period.

 

PREFER:

·         Master’s degree with coursework in non-profit management, historic preservation, group facilitation, public history, heritage tourism, cultural resource management, or closely related field;

·         Minimum five years of management and supervisory experience at a state agency, consultation business, or non-profit organization;

·         Experience with historic and cultural resource management; and/or

·         Experience with private, state, or federal organizations.

 

KNOWLEDGE, SKILLS AND ABILITIES:

·         Knowledge of current nonprofit best practices.

·         Knowledge of training, public presentation, and facilitation methods both in-person and remotely.

·         Knowledge of challenges facing cultural institutions and heritage tourism business needs.

·         Knowledge of generally accepted business principles including those that apply to cultural institutions and non-profit organizations.

·         Effective verbal and written communication, human relations, and organizational skills.

·         Effective critical thinking skills.

·         Skill in providing customer service excellence to both internal and external customers.

·         Skill in operating a personal computer with word processing, database, and spreadsheet software.

·         Ability to maintain tact and diplomacy among diverse groups and differing opinions.

·         Ability to manage short and long-term strategic planning with specific goals and milestones, in consultation with all constituencies.

·         Ability to learn new systems quickly.

·         Ability to analyze problems, evaluate alternatives and recommend effective solutions.

·         Ability to work in a setting requiring self-motivation and cooperative decision-making.

·         Ability to work effectively under pressure, deliver quality results and meet strict deadlines while maintaining extreme attention to detail.

·         Ability to plan, organize and work independently, as well as within a team environment.

·         Ability to exercise sound judgment and discretion; and

·         Ability to maintain the highest level of confidentiality.

 

REGISTRATION, CERTIFICATION, OR LICENSURE:
Must have or obtain a valid Driver’s License and Defensive Driving Course to be able to operate state vehicles.

 

ENVIRONMENT/PHYSICAL CONDITIONS:  Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings, weekends and overnight, as needed.  Involves safely operating a state vehicle and driving for long distances and traveling by airplane.
