Program Overview Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars: Pillar 1: IA‑CEPA institutional architecture policy reform (secretariat and implementation support). Pillar 2: Skills, Businesses Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climate‑smart business models with Indonesian SMEs and Australian partners. Gender equality, disability and social inclusion (GEDSI) are a priority for Katalis 2.0, with the partnership focused on embedding GEDSI in the IA-CEPA committee coordination and ensuring that co-investments and business engagement directly support economic empowerment of women, People with Disabilities, and marginalized groups. About the Role Under the direction of the Development Effectiveness Lead, the GEDSI Manager will lead the integration of gender equality, disability and social inclusion (GEDSI) across Katalis Phase 2 at the strategic, programmatic, activity, investment, and organizational levels. The role will work closely with Katalis team members and partners to ensure that activities, commercial decisions, and investments are inclusive, evidence-based, and aligned with international commitments and good practice. Primary Responsibilities GEDSI Strategy and analysis Lead development, implementation and periodic refresh of the program’s GEDSI Strategy and Action Plan, including providing practical guidance to staff, partners and grantees. Develop and maintain fit-for-purpose GEDSI screening and quality criteria for activities, including minimum standards, inclusion risks and mitigation actions. Provide technical quality assurance to program logic refinements, sector/focus-area strategies and activity portfolios to ensure alignment with GEDSI outcomes. Embed GEDSI requirements into core program systems and processes (annual planning, activity governance, procurement/grants documentation, partner agreements, and reporting templates). Provide leadership and oversight to the GEDSI Officers to operationalise GEDSI integration across the program, ensuring consistent approaches, high quality and timely delivery. Private sector engagement and inclusive outcomes Ensure GEDSI is integrated into the design and delivery of the Katalis Business Partnership Fund, including providing guidance on funding rounds, selection criteria, assessment tools, due diligence processes, and grantee support during implementation. Strengthen incentives and provide practical support for inclusive and climate-smart business models, including women-led enterprises, disability-inclusive workplaces and supply chains, and accessible products and services. Work closely with investment and business engagement teams to promote inclusive public–private dialogue and increase the participation of women-led and disability-led businesses and representative organizations. Support the generation and use of evidence from investments, pilots, and partnerships to inform replication, scaling, and policy uptake. Partnerships, inclusive participation and locally led approaches Build and manage strategic relationships with Government of Indonesia counterparts, private sector stakeholders, civil society organisations and Organisations of Persons with Disabilities (OPDs) to advance GEDSI outcomes. Support inclusive consultation and engagement processes, ensuring accessibility and meaningful participation from target groups and representative organizations. Lead and deliver partner and staff capacity strengthening (training, coaching, mentoring, tools) to apply GEDSI in trade, investment, skills and private sector programming. Promote localization by identifying and leveraging local GEDSI expertise and institutions and supporting shared ownership of inclusion outcomes with Indonesian partners. Reporting, learning and communications Work closely with the MEL team to integrate and monitor GEDSI across the MEL system, including contributing to the development of targets, indicators, data collection and learning activities. Lead the development of GEDSI learning products and evidence synthesis to support adaptive management and policy dialogue, including translating investment and sector evidence into relevant recommendations. Support the development of communications products to ensure inclusive results are effectively communicated and meet agreed quality and inclusion standards. Safeguarding, risk management and compliance Ensure alignment between GEDSI and safeguarding systems, including the prevention of sexual exploitation, abuse and harassment, child protection, and the application of the “do no harm” and “nothing about us without us” principles. Provide technical oversight of inclusion-related risks and mitigation measures and ensure issues are escalated, where needed. Support partners and grantees to strengthen safeguarding and inclusion policies and practices, including embedding requirements in agreements and monitoring implementation. Contribute to program compliance by ensuring GEDSI requirements are applied consistently across activities, partnerships and reporting, and by documenting decisions, consultations and evidence. First Nations engagement and inclusive organizational practice Contribute to the development and implementation of Katalis’ First Nations Engagement Plan by identifying practical entry points aligned with program outcomes, including opportunities for knowledge exchange, partnerships, and inclusive supply chain, where feasible. Promote inclusive ways of working across the program, including supporting the application of accessibility standards and inclusive recruitment practices. Provide GEDSI input into the development of Terms of Reference to strengthen accountability for GEDSI outcomes across the program.
