Job Description

The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government.  The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.  

Responsibilities:

  • Liaise with internal stakeholders to gather business requirements, translating them into technical specifications while driving user acceptance testing (UAT) and system adoption

  • Manage end-to-end project delivery of internal systems within budget and timeline, taking full charge of vendor selection, contract negotiation, and SLA monitoring

  • Strategically oversee system architecture, design documents, and overall code quality to ensure best practices are adopted

  • Effectively articulate complex technical concepts—including APIs, databases, cloud infrastructure, and CI/CD pipelines—to non-technical stakeholders

  • Lead, coach, and mentor an in-house IT team to foster professional growth and a high-performance culture

Requirements:

  • Degree holder in Computer Science or related disciplines. Holder of a master’s degree will have an advantage

  • At least 10 years of relevant work experience, with at least 3 years at a supervisory role or as a Tech Lead implementing internal systems

  • Solid hands-on experience in application development with a proven capability to review system architecture, evaluate design, and ensure code quality

  • Strong track record in leading teams, driving end-to-end project delivery utilising Agile/Scrum methodologies and tools like Jira/Asana, and overseeing full-cycle vendor management from RFP to performance review

  • Exceptional stakeholder management skills with the ability to bridge business and IT needs

  • Knowledge of the real estate industry and/or agentic AI for software development and automation will have an advantage

  • Demonstratable experience in business process optimisation will be beneficial

  • Good command of spoken and written English and Chinese (including both Cantonese and Putonghua)

Candidates with less experience will also be considered for the position of Manager or Assistant Manager
