Job Description

The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government.  The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.  

Responsibilities:

  • Spearhead the end-to-end ERP implementation lifecycle—spanning vendor selection, contract negotiation, system configuration, testing, and go-live—while managing post-launch vendor SLAs, system upgrades, and ongoing issue resolution

  • Proactively partner with internal stakeholders to elicit business requirements, translating them into configuration specifications while driving UAT, user adoption, and continuous feedback loops

  • Evaluate vendor-proposed system configurations, integration architectures, data migration strategies, and change requests, providing strategic solution design oversight without requiring hands-on coding

  • Oversee daily ERP operations and user support, effectively prioritising enhancement requests and delivering continuous system improvements aligned with evolving business needs

  • Lead, mentor, and develop a team to ensure the high-quality ERP implementation, daily operational support, and system enhancements

  • Effectively articulate ERP concepts—including system integrations, data mapping, reporting, and security—to relevant stakeholders

Requirements:

  • Degree holder in Computer Science or related disciplines. Holder of a master’s degree will have an advantage

  • At least 10 years of relevant work experience, with at least 3 years in a managerial or project lead capacity working on off-the-shelf ERP systems

  • Demonstrated ability to review vendor-proposed configurations, integration design, and data migration plans, coupled with a strong track record of managing post-go-live ERP operations, support, and continuous enhancements

  • Expertise in full-cycle project management (e.g. Agile and Waterfall methodologies using Jira, Asana, or MS Project) alongside comprehensive vendor management encompassing RFPs, contract negotiation, SLA monitoring, and ongoing vendor governance

  • Strong stakeholder and user management skills

  • Knowledge of the real estate industry and/or agentic AI for system testing, data migration, and/or support automation will have an advantage

  • Good command of spoken and written English and Chinese (including both Cantonese and Putonghua)

Candidates with less experience will also be considered for the position of Manager or Assistant Manager
