Are you a strategic technology leader who excels at delivering complex software solutions and driving enterprise-wide projects?
Oakland County is seeking an experienced IT Network Supervisor to lead the development, implementation, and oversight of a Software Defined Network and technology initiatives that support critical County operations. In this role, you’ll lead a team of Network Engineers, multi-phase projects, collaborate with business leaders and technical teams, and ensure technology solutions align with organizational goals and customer needs.

What you'll do:
Lead the design, development, testing, implementation, and support of a Software Defined Network and systems
Manage team of network engineers, multi-year technology programs and project portfolios
Collaborate with departments and stakeholders to identify business needs and recommend technology solutions
Oversee project budgets, timelines, expenses, and overall delivery performance
Manage vendor relationships, contract coordination, and escalation resolution
Provide strategic guidance on business applications, systems, and technology improvements
Deliver presentations and communicate project updates, recommendations, and technical concepts to stakeholders
Coordinate user training and support adoption of new or modified systems and technologies
Supervise project teams and support efficient, customer-focused technology operations

Minimum Qualifications
EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
REQUIRED MINIMUM QUALIFICATIONS
1A. Possess a Bachelor’s Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering, or related field; AND
1B. Have had six (6) years of full-time work experience in information technology, which must include three (3) years of supervisory work experience in any of the following:
- Systems analysis and design.
- Information Technology Infrastructure Services;
OR
2A. Possess an Associate’s Degree or equivalent education from an accredited college or university in Computer Science, Information Systems, Business Administration, Engineering, or related field; AND
2B. Have had at least eight (8) years of full-time work experience and three (3) years supervisory experience as specified in 1B above;
OR
3A. Be a high school graduate or have a certificate of successful completion of the General Education Development (GED) test. AND
3B. Have had at least ten (10) years of full-time work experience and three (3) years supervisory experience as specified in 1B above.
ADDITIONAL DESIRABLE QUALIFICATIONS
1. AWS Certified Developer – Associate certification.
2. Professional Scrum Master Certification
3. AWS Certified Solutions Architect – Associate
4. Considerable knowledge of the assigned operating department’s goals and objectives which impact their data processing needs.
5. Considerable ability to interpret technical data and IT terminology to department representatives, agency officials, and other lay personnel.
6. Considerable knowledge of various software capabilities, operations, and applications.
7. Considerable ability to establish and maintain effective working relationships with other I T employees and with representatives of user departments and municipalities.
8. Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions.
9. Considerable knowledge of local government programs and operations.
10. Considerable ability to work with a high degree of accuracy in reviewing and processing complex data.
11. Considerable knowledge of data processing practices and procedures as utilized in governmental applications.
12. Considerable ability to prepare and present technical written and oral reports.
13. Considerable knowledge of and ability to utilize current word processing, spreadsheet, database, e-mail, and Internet software.
14. Reasonable experience in driving organizational change through process improvements, automation and leadership.
15. Reasonable knowledge of modern office and record keeping practices, procedures and equipment.
SUPERVISION EXERCISED
Functions as a supervisor over a group of professional and technical employees, Network Engineers.
Instructs, assigns, schedules, checks work, and appraises performance.
Participates in decisions to hire, discipline, discharge, and award pay increases and/or promotions.
ESSENTIAL JOB FUNCTIONS
Service Ownership & Operations Excellence: Defines/owns SLAs/OLAs/SLOs; manages incident, change, and problem processes; establishes monitoring, capacity planning, and disaster recovery for assigned services.
Network Services (as assigned): Leads operations and engineering for LAN/WAN/Wi‑Fi, Internet edge, firewalls/load balancers, and core services (DNS/DHCP/IPAM); drives reliability, performance, and lifecycle upgrades.
Platform & Server Administration (as assigned): Leads Windows/Linux administration, virtualization, storage/backup, patching, configuration management/automation, and standard images/templates; ensures secure baselines and compliance.
Database Services (as assigned): Leads administration for enterprise database platforms (e.g., SQL Server/Oracle), including performance, schema and job management, backup/restore, HA/DR, and access controls.
End‑User Services (as assigned): Leads Service Desk operations and workstation/endpoint engineering (imaging, software packaging/distribution, device lifecycle, endpoint security, mobile/remote support, knowledge management).
Cross‑Functional Leadership: Coordinates roadmaps and handoffs with Application teams, Enterprise Architecture, and Information Security; manages budgets and vendors; mentors engineers, administrators, analysts, and technicians.
Performs and/or directs the most complex studies in County departments and/or local agencies to determine the feasibility and economic advisability of various application and computer technology approaches to their particular operation and develops methodology for implementing new systems or improving existing ones.
Coordinates maintenance activities, including troubleshooting, updates, and patches.
Collaborates with cross-functional teams including cyber security, enterprise architecture, and infrastructure services, to ensure alignment with organizational technical standards and direction.
Collaborates with Project Managers to lead and manage projects from inception to completion. Monitors project timelines, budgets, and resources and adjust workloads accordingly.
Ensures timely delivery of projects, adhering to quality standards and within budget constraints.
Participates in the evaluation and selection of vendors and products to align with organizational needs.
Assists with maintaining vendor relationships, developing, and monitoring SLAs.
Processes contract renewals and develop RFPs as necessary.
Monitors compliance with industry regulations and organizational policies including HIPAA, PCI and CJIS.
Ensures that technology solutions meet business requirements and systems goals, fulfill end-user requirements, and identify and resolve systems issues.
Facilitates training sessions for users on new or updated systems.
Ensures prompt resolution of end-user issues and queries.
Gathers feedback from users to guide continuous improvement efforts.
Provides technical guidance to support and guidance teams.
Ensures best practices are followed in systems design, hardening, and integration.
Stays up to date with industry trends and emerging technologies.
Collaborates with Business Relationship Managers to understand department needs and translate them into functional requirements.
Contributes to strategic planning by identifying opportunities for systems enhancements or new developments.
Aligns strategies with organizational goals and objectives.
Implements and oversees security protocols for systems, ensuring data integrity and confidentiality.
Identifies and collaborates with cyber security analysts to mitigate risks related to systems usage and management.
Documents systems architecture, design, policies, and procedures.
Prepares and presents regular reports on service/platform status, performance, and utilization.
Supervises, mentors, and develops the team, including conducting performance reviews and fostering professional growth.
Facilitates effective communication and collaboration within the team.
Develops, maintains and tests disaster recovery plans for critical systems.
Ensures continuity of services in the event of system failures or other disruptions.
Prepares and manages budgets related to Infrastructure services, licensing, maintenance, and support.
Monitors and optimizes costs related to systems support and maintenance.
Utilizes current countywide and/or department specific software to complete assignments.
WITHIN INFRASTRUCTURE SERVICES
For leading Network Services: Leads operations and engineering for LAN/WAN/Wi‑Fi, Internet edge, firewalls/load balancers, and core network services (DNS, DHCP, IPAM); ensures availability, capacity, and security of network infrastructure.
Leverages experience leading organizational changes in complex IT environments to cultivate a culture of efficiency, automation, and service quality improvement.
ADDITIONAL DUTIES & RESPONSIBILITIES
Responsible for planning, administering, and evaluating departmental training and educational programs to provide for the professional development of IT personnel.
Functions as a supervisor over a group of professional and technical employees, including response to policy / procedure issues as needed and monitoring customer satisfaction.
Responsibility for adherence to all departmental standards.
Utilizes current countywide and/or department specific software to complete assignments.
