Job Description

Position Summary
This position is responsible for system maintenance, system upgrades, project management and application support for technology systems and databases. Serves as project management lead for all information systems and assess hardware/software needs and conversion and configuration. Focus will be primarily related to technologies within the Juvenile court/justice space.

Pay Grade 56

Salary Commensurate with Experience and Education
 

Minimum Qualifications

  • Six (6) years of experience in an information systems management field including responsibilities in information systems project management, control systems design, implementation information systems planning, and budget preparation or control project management certification; AND
  • Bachelor’s degree from an accredited college or university in information systems, computer science, business management, or a closely related field; OR
  • An equivalent combination of related education and/or experience.
  • Experience with Court and Case management systems preferred(JCS, Quest, etc.).
  • Experience in two, or more, of the following: ITIL, Oracle PL/SQL, OnBase, SharePoint, project management, or Microsoft Power Apps is preferred.
  • PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.  

Duties and Responsibilities

  • Serves in a lead capacity for all technology/information systems, their support, maintenance, installations, upgrades, conversions, and configuration projects.
  • Prepares logical statements of business problems and devises procedures for solutions through data processing systems.
  • Assists/directs IT staff, support staff, and leadership with solution education, and system knowledge.
  • Ensures documentation standards are developed and maintained for solutions and/or assigned projects.
  • Evaluates information system products and suggest specific purchases of software and hardware.
  • Participates in product search, product evaluation, product recommendation and renewals.
  • Reviews purchased software maintenance requisitions for renewal.
  • Provides guidance to technology team in specific software product testing, installation, coding, and maintenance/support.
  • Develops policies, standards, and procedures for installation, operation and maintenance of new software and/or technology products.
  • Engages in continuous improvement initiatives to enhance system performance and user satisfaction.
  • Performs other related duties as required or directed. 
     

KSA’s

  • Excellent writing skills for the creation of operational documentation of software systems.
  • Ability to train and mentor staff on new systems and processes.
  • Knowledge of how to apply software and hardware to meet the operational needs of the user.
  • Knowledge of systems and programming using random access and communications equipment.
  • Knowledge of latest/modern PC computer operating systems (e.g. Microsoft Windows 11)
  • Knowledge of Quest, JCS, or similar court management systems
  • Demonstrated skills in one or more languages/tools (.NET, JAVA, Crystal Reports, SQL, Microsoft Office, Microsoft Power Apps, etc.).
  • Ability to solve problems related to systems.
  • Ability to communicate orally, and in writing, technical and non-technical information for users and management.
  • Skilled in managing relationships with stakeholders to ensure their needs are met.
     

Physical Requirements

  • Must be able to lift 50 pounds.
