General Description:

The Early Childhood Services Coordinator provides leadership, management, and support to Instructional Support Specialists for the Early Childhood programs (including the Virginia Preschool Initiative), and to principals, teachers, and other Chesterfield County Public Schools (CCPS) personnel to improve student learning with prevention, intervention, and compensatory education resources. This position, in collaboration with principals, designs the delivery of prekindergarten instructional and wrap-around services based on annual and longitudinal program evaluation.

Essential Job Functions:

  • Supervises the operations of the Virginia Preschool Initiative (VPI) programs

  • Ensures compliance with VPI requirements

  • Supports on-going monitoring with the use of monitoring forms, data meetings, family engagement meetings, and coaching meetings

  • Analyzes Early Childhood programs and services to build linkages between federal, state, and local programs to fully leverage the instructional services to improve student outcomes

  • Collaborates and communicates effectively with specialists in content areas, along with associated personnel, in order to implement and coordinate supplemental instructional services

  • Disseminates information, monitors and maintains compliance, and designs and collects summary and evaluative (formative and summative) data for each of the Early Childhood programs

  • Plans, participates in, and/or conducts in-service meetings, as necessary, for identified principals, teachers, and/or others regarding pertinent information, programs, and issues that relate to the intent of the Early Childhood programs

  • Plans, coordinates, participates in, and conducts – alongside the Early Childhood Instructional Support Specialists – the prekindergarten application process, including eligibility, recruitment, application events, selection and notification, enrollment, and maintaining a waiting list

  • Organizes, attends, and participates in Early Childhood team meetings, staff meetings, parent/family events, and other job-related meetings and/or events, as necessary

  • Reviews all necessary data prepared by Support Specialists for completing and submitting the evaluation and other required reports to the relevant state and/or federal agency governing the programs’ funding sources

  • Generates and analyzes program and student data for the purposes of evaluation and program improvement, and prepares a comprehensive assessment of needs in the schools based on student achievement, results, and other established benchmarks

  • Develop, manage, and monitor VPI grant budget

  • Performs other duties as assigned

Budgetary Responsibility:

This position is responsible for the management of budgets for designated programs, including developing, managing, and monitoring the VPI grant budget. The Coordinator is also responsible for the support and supervision of specialists’ programmatic budgets. 

Report Preparation:

Reports must be completed accurately and on time for the Virginia Department of Education (VDOE) and/or the Federal Department of Health and Human Services. Reports include annual applications for VPI, along with other required reports for each program, monthly reports to the School Board, and other various required reports to analyze the effects of instructional programs.

Equipment Operation:

Uses standard office equipment and equipment related to education and assigned area 

Contacts:

Contacts are made at all levels within and outside the school system, and may require the handling of highly sensitive information with the general public and CCPS employees. 

Work Direction/Supervision:

This position supervises and provides work direction to VPI Instructional Support Specialists and other related positions, as assigned.

Decision-Making:

This position performs work under specific programmatic policies and established objectives. Independent decision making is required, along with collaboration with specialists, principals, and other appropriate personnel. 

Formal Policy-Setting Responsibilities:

This position may recommend the development, review, and/or revision of related policy, as requested by the Director. 

Physical Demands:

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Frequent walking, standing, light lifting up to 25 pounds. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead. Frequent travel to school sites throughout the division and occasional state-wide or regional travel is required. Attendance at meetings outside the normal duty hours is frequently required. 

Work Environment:

While performing the duties of this job, the employee regularly works in an office environment, and travels to participating schools and other facilities throughout the district. The noise levels in the work environments will vary by location. 

Knowledge/Skills/Abilities:

  • Knowledge of early childhood growth and development, total school operation, and group dynamics

  • Knowledge of early childhood curriculum, best practices, assessment, and evaluations 

  • Demonstrated knowledge of, and experience with, special education regulations, processes, and procedures in general, and specifically as related to early childhood special education 

  • Knowledge of state and federal regulations relative to areas of responsibility and the ability to interpret and apply the regulations 

  • Ability to listen and communicate effectively, both orally and in writing, and to direct and evaluate a diversified professional staff 

  • Demonstrated skills in decision making, problem analysis, conflict resolution, interpersonal relationships, long range planning, and forecasting 

Additional Job Requirements:

  • Valid Virginia Postgraduate Professional License with endorsements in Administration & Supervision and either Elementary Education or Early Childhood Special Education 

  • Prior administrative Early Childhood Education and/or Early Childhood Special Education

  • Valid Virginia Driver’s License - this position requires the incumbent to drive

Preferred: Prior experience working with special programs and grant administration
