CDD is seeking an experienced, mission-driven Regional Program Director to lead program operations in the Chillicothe and surrounding region. This role is responsible for overseeing CDD’s Doorways Residential, PALS University, and Employment Connections programs — recruiting new clients, ensuring high-quality service delivery, and leading a team of program management professionals dedicated to making a meaningful difference in the lives of individuals with developmental disabilities.

What You’ll Do
Program Leadership & Staff Development
- Directly supervise, train, mentor, and evaluate area leadership staff.
- Foster a collaborative, team-based environment that motivates staff to deliver high-quality services to individuals supported by the organization.
- Provide coaching and support to supervisors addressing staff performance concerns and professional development needs.
- Partner with Human Resources regarding staff performance issues, disciplinary actions, and employment suitability when necessary.
- Conduct timely and accurate staff performance evaluations.
Program Operations & Service Delivery
- Develop and recruit new clients to participate in Doorways Residential, PALS University, and Employment Connections in the Chillicothe and surrounding area.
- Oversee service delivery to ensure individuals receive services consistent with their support plans and program expectations.
- Monitor staffing patterns to ensure services align with program needs, funding authorizations, and budget parameters.
- Provide leadership and guidance to area leadership when addressing operational challenges and program performance concerns.
- Assist in coordinating transitions of individuals into and out of services; coordinate discharge summaries and follow-up documentation when services conclude.
Compliance & Quality Assurance
- Ensure services are delivered in compliance with agency policies, Department of Mental Health (DMH) regulations, and accreditation standards.
- Conduct quarterly site visits and additional visits as necessary to monitor program performance and regulatory compliance.
- Complete monthly summary reports outlining program operations, service concerns, and improvement efforts.
- Provide consultation and technical assistance to staff regarding CARF standards and accreditation processes; assist with preparation for accreditation reviews.
Financial & Resource Oversight
- Monitor program staffing expenditures and service utilization to ensure responsible use of organizational resources.
- Ensure room and board and service adjustments are communicated to Benefits Specialists, Accounting, and executive leadership to support accurate reimbursement and billing.
- Collaborate with leadership to maintain financial sustainability of assigned programs.
Collaboration & Stakeholder Relations
- Maintain communication with referring agencies, day programs, service providers, the DMH/DD Regional Offices, TCM agencies, VR Counselors, families, guardians, and other stakeholders.
- Build and maintain strong relationships with oversight and regulatory agencies.
- Participate in management meetings and assist in implementing organizational decisions and initiatives.
- Serve as primary on-call contact for operations in the region.
What You Bring
Required:
- Bachelor’s degree in Education, Social Work, Psychology, Rehabilitation, Human Development, or related field; OR 8 years working in a program leadership role serving individuals in residential, day program, or supported employment settings under DMH ID/DD or VR rules and regulations.
- Minimum two years of combined direct service or program management experience, including supervision of staff working with persons with developmental disabilities.
- Must be a licensed driver with a personal vehicle available for agency business.
Preferred:
- Master’s degree in a related field.
- Two or more years in a middle or upper-management professional capacity.
- Familiarity with principles of community-based services and state funding for persons with developmental disabilities.
The Role at a Glance
- Pay: $66,000/year
- Schedule: Full-time | Monday–Friday 8:00am–4:30pm; occasional evenings and weekends may be required
- Work Setting: On-site, Chillicothe, MO with regular regional travel
- Travel: Driving throughout the Chillicothe and surrounding region daily or as needed; trips to CDD’s main office/Kansas City Metro Area for meetings as needed
