Job Description
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
Lead and manage both internal and external development teams to drive business system development and effective issue resolution
Manage the full lifecycle of digital transformation projects, including service delivery, testing and post-production support
Plan, setup and manage application support process including handling user enquiries and organizing training sessions for stakeholders
Collaborate closely with end-users to define requirements, perform system analysis and design, formalise the processes through comprehensive specifications and documentation, and drive system enhancements
Lead and drive software development with the adoption of AI, and facilitate the integration of AI solutions—such as RAG and prompt engineering—into enterprise systems
Review and advise on application development, system and network capacity planning, hardware and software system performance standards, programming standards, scope of project documentation and control procedures
Requirements:
Degree holder in Information Technology or related disciplines. Holder of master’s degree will have an advantage
At least 8 years of relevant work experience in business system development with strong expertise in database systems, particularly MSSQL and Java
Proven experience in solution design, database design, program design, development, and testing for enterprise scale systems
Solid hands-on experience in system development, establishing development process and best practices, and leading developers in effective use of AI tools in software development
Experience in delivering AI / Machine Learning / LLM solutions with hands-on proficiency with Python and common AI/ML frameworks and tools will have an advantage
Excellent interpersonal, communication and presentation skills
