WHO WE ARE LOOKING FOR

The Department of Environmental Protection (DEP) is seeking an experienced HR professional to serve as a Human Resources Liaison and strategic partner to department leadership and employees. This role oversees a broad range of HR functions, including recruitment, employee and labor relations, classification and compensation, workforce planning, training, and policy administration.

  • Knowledge of applicable Federal, State, Local legislation to include US Department of Labor laws, and Maryland Department of Labor laws, Equal Employment Opportunity (EEO), Diversity, Equity and Inclusion (DEI), Americans with Disabilities Act (ADA), Montgomery County Personnel Regulations (MCPR), Municipal and County Government Employees Organization’s (MCGEO) Collective Bargaining Agreement (CBA), and Montgomery County Government’s Administrative Procedures.
  • Ability to establish and maintain effective working relationships and deal tactfully and equitably with everyone while working under time-sensitive demands.  
  • Knowledge of environmental protection programs and industrial operations to effectively administer programs to the overall department.
  • Ability to interpret, explain and implement principles, procedures, policies, and regulations, as appropriate.
  • Willingness and ability to appropriately confront issues, develop recommendations and make tough decisions that have impact on the department and County.
  • Ability to handle highly sensitive and confidential information with discretion.
  • Ability to plan, set priorities, organize, and carry out numerous work assignments independently.
  • Outstanding interpersonal skills, strong sense of collaboration, and "people" skills, with expertise in consensus building, conflict resolution, mediation and working with issues for positive resolution.

This position will be responsible for managing comprehensive human resources functions for the department.

Key duties and responsibilities include, but are not limited to the following:

  • Manage and oversee the Department’s full lifecycle recruitment process and implement the departmental recruitment strategy.
  • Oversee onboarding/offboarding and employee movement activities to include organizational restructurings, retirements, promotions, transfers, noncompetitive promotions, demotions, and temporary assignments.
  • Serve as the lead for training and employee development programs to include tracking and ensuring employee compliance with countywide mandatory and role specific training requirements.
  • Develop, implement, and manage a comprehensive departmental Internship Program that provides students with work-based learning and professional development opportunities.
  • Manage and oversee job classification activities, position descriptions, classification studies, individual reclassification requests, and support organizational restructuring and related change management activities.
  • Oversee compensation program to include conducting wage equity reviews for offers and internal within grade requests.
  • Address employee and labor relations matters, including grievances, investigations (EEO, Ethics, and Inspector General), disciplinary actions, and separations. Advise leadership of appropriate actions in accordance with applicable policies, procedures, CBA.
  • Manage OMS and workers’ compensation programs, including FMLA, light duty assignments, medical clearances, reasonable accommodations, ergonomic assessments, and sick leave programs. 
  • Oversee policy development, implementation, compliance, and enforcement.
  • Administer the performance management process and ensure timeline compliance.
  • Oversee Oracle transactions, labor distribution, records management and retention, and position and employee assignment actions.
  • Manage and review MC Time records to ensure compliance with pay code and compensation policies, including processing timecard edits and corrections.

On occasion, this position requires the ability to attend meetings or perform work at locations outside the office.

Experience: Five (5) years of progressive, professional experience in Human Resources, Human Capital Management, Personnel Administration, Labor and Employee Relations, or a closely related field.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.

  1. Experience with Federal, State, Local applicable legislation to include Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), Diversity, Equity and Inclusion (DEI), US Department of Labor laws, and Maryland Department of Labor laws.
  2. Demonstrated expertise in labor relations and collective bargaining agreements, with experience advising managers and supervisors and providing authoritative guidance and interpretation.
  3. Experience in employee and labor relations practices, including discipline, grievances, interpreting personnel regulations and contract language, conducting investigations and partnering with union representatives.
  4. Experience performing full-cycle recruitment including job analysis, job advertisement, and wage analysis.
  5. Experience leading department-wide training and employee development programs, including policy development, needs assessment, and compliance tracking and reporting.
  6. Experience preparing correspondence on a variety of complex issues related to human resources information, policies, procedures, best practices, and summary findings.
  7. Experience with computer applications and systems required to administer and manage human resources initiatives and programs Microsoft Office Suite, Oracle eBusiness Suite, Enterprise Business Intelligence and Reporting, Oracle Workforce Performance Management, and applicant tracking systems such as NEOGOV.
