ACHIEVE Timor Leste: Maternal, Neonatal, and Child Health Advisor Organization: Palladium, ACHIEVE Timor Leste Location: Dili, Timor Leste Duration: Up to 100 days through September 30, 2026 (with possible extension) Reports to : ACHEIVE Timor Leste Team Leader Type of assignment: Consultancy Project Overview ACHIEVE is an eight-year (2019–2027) global health initiative project funded by the United States Department of State (DoS). The project receives health funding to strengthen life-saving public health services in low-income countries, building on broad experience and existing capabilities that align with AFGHS and United States Department of State (DoS) goals. Adolescents and Children, HIV Incidence reduction, Empowerment, and Virus Elimination – ACHIEVE – addresses the HIV and health needs of children, newborns, adolescents, and pregnant and breastfeeding women. The project leverages the full strength of its consortium and related private and public sector stakeholders to support countries in attaining and sustaining HIV epidemic control; integrating maternal, newborn, and child health and nutrition services; and advancing the global health security agenda. Led by Pact, core consortium partners include Jhpiego, Palladium, No Means No Worldwide, and WI-HER. In Timor Leste, ACHIEVE is currently focused on supporting the government to strengthen quality lifesaving service delivery at selected subnational government units, facilities, and community system mechanisms to provide women, infants and children with lifesavings maternal, neonatal, child health (MNCH) and nutrition care. The project is seeking to recruit a Maternal, Neonatal, and Child Health (MNCH) Advisor Consultant for ACHIEVE Timor Leste, based in Dili. This is a local hire and moving expenses or expatriate allowances are not associated with this position. The MNCH consultant will be responsible for designing and implementing project interventions that will address maternal and neonatal mortality and morbidity, and child health. She/he will report directly to the Team Lead, and matrix managed with Palladium’s Technical Director or designate at HQ. As an integrated program, the MNCH Advisor will also work closely to promote integrated MNCH strategies closely aligned with Nutrition, Quality Improvement, and Evidence-Based Health Seeking Behaviours. Roles and Responsibilities: Capacity Building and Technical Assistance · Oversee and provide direction on all clinical aspects of the program, including but not limited to ensuring that any training, mentoring, and community engagement/client information is clinically correct and aligned with national and global standards and evidence. · Coordinate with government counterparts and other local actors to improve the capacity of primary healthcare facilities and community health volunteers towards improving the delivery of integrated high-impact Nutrition and MNCH services. · Provide capacity building to ensure frontline providers have the skills and guidelines to deliver strong Nutrition and MNCH interventions. This may include designing and co-facilitating training and other capacity building activities such mentoring. · Supervise, in collaboration with Manufahi MOH, a mentoring initiative with midwives and nurses at 5 health posts in Same. · Support strategies and action plans to improve collaboration and action planning between development partners in Manufahi including non-governmental organizations and civil society organizations to strengthen the health sector to deliver high impact Nutrition and MNCH interventions. · Provide recommendations and specifications for procurement of basic medical supplies and equipment if required. Project Management and Implementation · Contribute to the formulation of project strategy, work plans and reports. · Develop and monitor budgets for activities under the Advisor’s purview and communicate updates and issues to the Team Leader and Finance and Operations Manager. · Ensure the quality of interventions under the Advisor’s purview and identify areas needing further support or technical assistance. · Work with partners and the ACHIEVE team to collect and interpret program monitoring data, capture success stories, and author program briefs or other communication materials. · Other duties assigned by the Team Lead. General tasks · Learn and apply company policies and procedures related to area of responsibility (e.g., steps in organizing a workshop, requesting travel authorization, management of electronic files, etc.) · Participate in regular team calls and meetings, as needed; contribute technical or operations issues to the agenda, and provide updates and briefings on issues relevant to area of responsibility. · Contribute to weekly, monthly, and quarterly reporting as needed. · Participate in identifying, logging, monitoring, and updating issues and risks and escalate as needed. · Ensure and encourage teamwork and shared leadership to achieve better results in the activities carried out in the program. · Contribute verbal or written feedback on team members as part of a 360-review process. · Strengthen collaboration with government agencies, NGO and community leaders to ensure alignment and sustainability of MNCH interventions. · Represent the project in technical working groups and stakeholder meetings Qualifications and experience: Medical degree with specialization in maternal and neonatal health (doctor or midwife). Advanced degree (Master's or PhD) in Public Health or related field an advantage. Minimum of 8 years of experience in MNCH, with a combination of program implementation with MOH or a development partner, and direct service delivery at the health post, CHC or hospital levels. Previous experience in designing and facilitating clinical training and/or mentoring preferred. Strong understanding of global MNCH best practices, country MNCH challenges and priorities, resources, and systems, including key players in the delivery of MNCH programs and services. Understanding of community health systems and promotional activities in Timor Leste, with experience working in community health strongly preferred. Experience in Manufhai municipality highly desirable. History working with the Ministry of Health, development partners, and/or donor-funded projects responsible for carrying out MNCH projects is preferred. Strong analytical, problem-solving, communication, and leadership skills. Strong oral and written communication skills in English and Tetum. Skilled in Microsoft Office Suite programs, including Outlook, Word and Excel and preferably experience with SharePoint. · Detail-oriented and deadline-driven with strong organizational skills and ability to work in a dynamic and agile environment with changing requirements and priorities.
