Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars: •Pillar 1: IA‑CEPA institutional architecture policy reform (secretariat and implementation support). •Pillar 2: Skills, Businesses Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climate‑smart business models with Indonesian SMEs and Australian partners. Purpose of Position The Skills Officer (SO) will be a key member of the Skills team who will work under the supervision of the Skills Systems Lead. The SO will assist in the origination and development of skills activities and focus on the project management of contracted activities aligned with Katalis’s End of Program Outcomes (EOPO). The SO will also be responsible for liaising with both the Government of Indonesia (GoI) and Government of Australia (GoA), as well as private sector stakeholders and associations. The SO will assist in managing activities on a day-to-day basis, working closely with other Katalis team members to ensure all activities follow program processes and are aligned with the Skills Strategy. Primary Responsibilities Under the direction of the Skills Systems Lead, the SO will be responsible for: A.Review and Consolidation of Phase 1 Skills Activities •Review documentation, reports, and stakeholder feedback related to skills initiatives under Katalis phase 1 B.Activity Design and Work Plan Development •Undertake basic research into key aspects of activity designs as directed by the Lead. •Assist the Lead in the development of Concept Notes, Activity Proposals and Work Plan designs (background, scope and outcomes proposed) •Coordinate with GoI and GoA to incorporate their input into the work plan and any relevant activities. C.Stakeholder Consultations •Assist the Lead in conducting targeted consultations with GoI and GoA counterparts. •Engage with relevant business associations and private sector stakeholders where necessary. •Document stakeholder perspectives in a manner that supports integrating local knowledge, transparent and defensible decision making. •Represent Katalis at events and meetings, as directed by the Lead, providing back-to-office reports where needed. D.Contract Management •Work with the Lead to develop Terms of Reference (TORs) for subcontractors to undertake work related to the Skills Strategy. •Assist the Lead in developing initial assessments, activity risk and due diligence documents in relation to upcoming activity ideas, consistent with DFAT risk management principles. •Prepare indicative budgets for approved activities, ensure budgets are developed in-line with relevant program guidelines. •Coordinate with the Operations team on the development of procurement documents e.g., pre-tender briefing presentations, tender assessment forms etc. and assist the Lead in reviewing tender proposal submissions. •Monitor the implementation of activities within the contractor’s mandate to ensure compliance with contractual requirements. •Review and recommend payment of outputs, seek approval from the Lead and inform the Operations team to process payments, ensure payments are recorded accurately. •Inform the Lead should the TOR fail to be followed by subcontractors and recommend corrective actions that may be necessary to improve work performance The Skills Officer will work closely with the program team in undertaking the responsibilities outlined above. Other Other tasks as reasonably requested by the Skills Systems Lead. Advocate for Australian development priorities. Foster equality, diversity and inclusion, drawing on capabilities from within the country/region wherever possible. Comply with, and advocate for, DFAT’s policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards. This includes incorporating policy principles into planning and everyday work, promoting process improvements, and reporting concerns to your Line Manager or Palladium’s Integrity Hotline (details on Palladium website). Operate with high levels of integrity, consistent with the intent of DFAT’s Ethics, Integrity and Professional Standards Policy Manual. Key Deliverables The Skills Officer will be accountable for producing and/or quality assuring the following deliverables: 1.Stakeholder Engagement; prepare meeting invitations and agendas, draft accurate meeting minutes and distribute them to relevant stakeholders in a timely fashion under the direction of the Lead. 2.Activity Development; assist with the development of activity ideas and provide input where appropriate based on consultations with program stakeholders. 3.Event Management; collaborate with the communications team in relation to event planning and activity promotion, including the development of promotional material, coordination of venue hire, and catering and undertake direct translation of materials to support communication between stakeholders. 4.Activity and Budget Monitoring; prepare indicative budgets for approved activities together with the operations team, monitor the implementation of activities to ensure contractual compliance, and review and recommend payment of outputs and invoices. 5.Reporting; assist the Lead in preparing ad hoc, weekly, quarterly, six-monthly and annual reports. 6.Document Storage Management; ensure all program documents are appropriately named and stored on the Palladium information management system. Reporting Requirements This role reports into the Skills Systems Lead; Reporting requirements may include, but are not limited to: Attendance at team meetings, other requested meetings and regional meetings (e.g. townhalls). Regular (minimum of monthly) one-to-one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.
