Terms of Reference (TOR) Video Consultant – Introduction Video for the Partnership for Forests (P4F) East Africa Phase II Programme 1. Background Partnerships for Forests (P4F) funded by the UK Foreign, Commonwealth and Development Office (FCDO) supports long-term growth and transformational change across tropical forest landscapes. Building on the success of P4F Phase I (2015 to 2024), Phase II will focus on driving investment into forest-friendly businesses, that support livelihoods, protect and restore forests, and ensure value flows back to forest-based communities and smallholder farmers. It will also work to create the right conditions for these businesses to thrive – by shaping policies, mobilising capital, strengthening local governance and growing demand for sustainable products. In East Africa, the programme focuses on developing, financing, and scaling forest commodity and restorative value chains—including timber, bamboo, coffee, honey, spices, and cocoa—as sustainable alternatives to deforestation across Ethiopia, Kenya, Uganda, Tanzania, and Madagascar. To enhance the visibility of the programme in East Africa, we will produce a high-impact introductory video that communicates the programme’s vision, strategic priorities, and impact to date. The video will be used across digital platforms, stakeholder briefings, and donor engagements. 2. Purpose of the Consultancy P4F East Africa seeks to engage a professional video production consultant or firm to shoot, edit, and deliver two versions of the introductory video: Short reels for social media promotion and presentations (3 reels, 60–90 seconds each) A long version (5-7 minutes) for YouTube, stakeholder briefings, and donor engagement. The video should effectively communicate the programme’s objectives, impact pathways, and opportunities for stakeholder engagement, while inspiring collaboration among partners across the region. 3. Scope of Work The consultant will be responsible for: Pre-production Review P4F East Africa strategy and communication plan to understand the programme narrative. Develop a creative concept, script outline [ED1]and storyboards for both the short and long versions of the films in collaboration with the P4F East Africa communications and stakeholder engagement senior officer (EA CSE Officer). Prepare a production schedule and shot list. Identify filming locations (likely Nairobi and potentially field sites in Kenya). Production Ensure that all necessary filming permissions are obtained in advance—particularly for private or sensitive locations—and that informed consent is secured from all individuals featured in the video, in line with P4F’s communications and safeguarding policy, with guidance available from the EA CSE Officer. Conduct on-site filming, including team interviews, pipeline partners from Phase I and b-roll footage. Provide all necessary filming equipment (camera, lighting, sound). Capture footage that reflects P4F’s thematic areas — sustainable forestry, nature-based enterprises, and community impact to be used as cut-aways. Post-production Edit both short and long versions of the video into engaging videos with professional-grade visuals, transitions, and audio. Integrate background music, subtitles, and branded graphics where needed. Ensure all outputs align with P4F’s visual identity and tone. Deliver final video formats in high-resolution formats suitable for publishing on the P4F website, short-form versions optimised for LinkedIn, and a longer version tailored for YouTube. 4. Key Outputs Long film (5–7 minutes) A comprehensive video introducing P4F East Africa Phase II, structured to cover: What is P4F East Africa Phase II? Key successes from Phase I and how they are being scaled in Phase II. Focus value chains and strategic sectors for Phase II. Phase II objectives, impact pathways, and strategic pillars. Target stakeholders (e.g., incubators, anchor firms, SMEs, corporates, private sector actors) and how they can engage with the programme and submit ideas. Showcase of businesses we have supported or plan to support, to highlight the programme’s impact and bring the story to life. What success will look like for the programme (e.g., private capital mobilised, hectares of forest conserved/restored, forest-positive businesses supported, improved livelihoods for smallholder farmers). Short Reels for Social Media Promotion (3 reels, 60–90 seconds each) Summary reel A fast-paced, visually engaging summary of the long film, briefly answering all key questions and introducing the programme’s purpose and impact. Call-to-Action (CTA) reel Focused on Phase II objectives, impact pathways, and strategic focus areas. Clearly outlines how stakeholders can engage with the programme and submit ideas. What success will look like Highlights what success will look like for P4F East Africa Phase II. Highlight projected outcomes such as private capital mobilised, hectares of forest restored, investment towards forest-friendly businesses, and improved livelihoods for smallholder farmers. Showcase of businesses we have supported or plan to support with a strong call to action for potential pipeline to submit their ideas. 5. Duration and Timeline The consultancy will run from December 1st 2025 to January 31st 2026, with the following indicative schedule: Milestone Deliverable Timeline Inception meeting concept development Inception report and storyboard Week 1–2 Filming production Raw footage captured Week 3–4 First cut of video shared Draft versions submitted for review Week 5–6 Final versions submitted Up to four rounds of edits based on feedback. Edited and approved videos (3-short + 1- long) Final export in multiple formats (web, HD, social media). By 31 January 2026 Launch Screening during stakeholder workshop February 2026
