The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Office of Human Resources (OHR).
The purpose of this position is to be the single point of contact and service provider for a division or divisions for all OHR services; recruitment and selection, job descriptions, unemployment insurance, position management, compensation, training assignments, Family Medical Leave (FMLA), workers compensation, early return to work, safety, labor relations, training EEO, Civil Rights, employee relations, classification/career ladders/organizational analysis, performance management/discipline, ADA and related policy.
This position partners with division management to identify patterns and opportunities across services and divisions to assist in better management of human resources (HR). The position consults on systematic projects such as career ladders, performance management systems, division-wide classification reviews and organizational analysis, in response to reorganizations The positions resolves problems such as systematic recruitment and retention issues and classification grievances. The position tracks, monitors and ensures satisfactory coordination and completion of all services. The positions mentors HR Generalists.

Qualifications for this Career Opportunity
Working knowledge of employment law, human resources principles and practices, and a wide range of human resources services.
Ability to understand the differing managerial roles within the agency hierarchical structure and modify approach accordingly.
Ability to remain neutral under adversarial circumstances.
Meet minimum qualifications:
Bachelor’s degree in business, public administration, human resources, journalism, English, psychology, marketing or related.
Three years of job-related work experience involving HR services such as classification, compensation, recruitment and selection, performance management, interpreting employment policy and law, labor relations or related field.
Other combinations of related education and experience may be considered on a case-by-case basis.
State of Montana Classification Certification required, or ability to complete certification within 1 year of employment.

Additional Information
This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.
This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.
