UNCOMN is seeking a Strategic Capabilities Assessment Analyst to: 
  • Provide support to USTRANSCOM J5/4 Global Plans & Assessments Branch in assessing, developing, and maintaining, the five Global Campaign Plans and additional strategic documents as required.
  • Develop methodologies and metrics to support Global Campaign Plans (GCP) and USTRANSCOM Combatant Command Campaign Plan (CCP) Assessments.
  • Formulate and apply modeling and other optimizing methods to develop and interpret information/data that assists with decision-making, and Campaign Plan assessments, development, and revision.
  • Coordinate with USTRANSCOM Stakeholders, Joint Staff, and other Combatant Commands (CMDs) to collect and evaluate data to conduct mid-term and annual Campaign Plan assessments.
  • Collect and prepare written feedback for the status of Campaign Plans aligned to USTRANSCOM.
  • Distribute collected and collated data in support of campaign plans and the assessment process.
  • Identify, evaluate, and recommend changes to Campaign Plans and associated tasks as required.
  • Attend working-group and cross-functional team meetings.
  • Conduct research and prepare presentations to explain the logic and content of campaign plan publications.
  • Assist with USTRANSCOM monthly Planners’ Forum and Campaign Assessment Working Group scheduling, stakeholder engagement, slide presentations, and meeting minutes development. 
  • Develop point papers, executive summaries, and decision / information briefs in support of Global Campaign Planning or supporting initiatives.
  • Assist in organizing, scheduling, and/or facilitating Joint Planning Groups (JPGs) and other working groups with USTRANSCOM, Combatant Commands, the Joint Staff, and the DoD to include senior officers and Senior Executive Service (SES) personnel.
  • Work across USTRANSCOM Directorates, and subordinate commands in support of the development and maintenance of USTRANSCOM strategy and campaign plans, to include facilitation of Consolidated Strategic Objectives (CSOs) and Key Strategic Activities (KSAs) development.
  • Review supporting and complimentary plans, directives, and doctrine in accordance with government criteria to ensure USTRANSCOM alignment with DoD strategic and planning guidance.
  • Analyze, develop responses to, and close out Task Management Tool (TMT) and other related tasks.
  • Assist with branch and contract related NIPR and SIPR knowledge management efforts.
  • Conduct research and develop supporting papers and briefings on strategic distribution issues and opportunities.

Requirements
  • Bachelor's degree with 6+ years of related experience, or Master's degree with 4+ years of related experience.
  • Active Secret clearance with the ability to obtain a TS/SCI.
  • Experience supporting senior-level organizations (e.g., Joint Staff, Service Headquarters, MAJCOM, Agency, or Combatant Command).
  • Strong analytical, problem-solving, and critical thinking skills, with the ability to assess complex issues, develop recommendations, and present Courses of Action (COAs).
  • Excellent written, verbal, and presentation skills, including experience developing briefings, strategic papers, and executive-level deliverables.
  • Experience with operations research, assessment methodologies, or strategic analysis.
  • Ability to build relationships, facilitate high-level meetings, and effectively engage senior leaders and stakeholders.
  • Experience handling classified information with a working knowledge of OPSEC/INFOSEC principles.
  • Proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to thrive in a fast-paced environment while managing multiple priorities with professionalism and sound judgment.
Preferred
  • Active Top Secret SCI Clearance granted by the US Government.
  • Familiarity with Joint Worldwide Intelligence Communications System (JWICS).
  • Knowledge and/or experience with DoD supply chain planning and distribution.
  • Knowledge of Global Campaign Plans, Combatant Command Campaign Plans, and Functional Campaign Plans (FCP).
  • Knowledge of USTRANSCOM operations and priorities.
  • Understanding of the spectrum of conflict (competition, crisis, and conflict).
