Developing countries face both new opportunities and complex risks. While poverty and human welfare have improved, many regions still struggle with persistent poverty and widening disparities. To achieve a sustainable future, clients must address these challenges with innovative and inclusive approaches. To meet these challenges, the World Bank Group focuses on evidence-based policy, accountability results, and partnership with countries and stakeholders. By leveraging data, analytics, and global expertise, the Bank helps governments make informed decisions that drive sustainable development and improve lives. Poverty and Equity Global Practice The Distributional Impact of Policies unit (formerly Poverty Equity Practice) consists of empirical micro-economists specializing in welfare and labor economics, with broad experience using household and labor surveys and other micro-level data to inform policy design and implementation that improves population wellbeing. We work with government and external partners, at the country-level and globally, in ensuring their efforts to eliminate extreme poverty and promote shared prosperity are enhanced by integrative, empirically grounded analyses of household welfare. Internally, we work with country, regional, and global teams across all practices to operationalize the twin goals of the WBG by providing robust evidence base and analytics using micro data. The Poverty and Equity Global Practice delivers the following to our clients in support of these critical development challenges: • Advice and knowledge to help better understand the relationship between growth, poverty, and inequality. • Diagnostics to help identify key policies and multisectoral solutions that effectively reduce poverty and benefit the less well-off. • Monitoring and evaluation of policies and programs to enhance the poverty impact of interventions and inform mid-stream correction. • Monitoring and tracking poverty and other welfare outcomes. • Capacity-building and knowledge sharing (in client countries and within the WBG) of distributional impacts of analytics. • Innovative data collection and measurement methods that can help fill crucial data gaps. Scope of Work The Colombia, Chile and Mexico teams seek to hire an ETC to contribute to several areas of the unit’s work program in these countries. ETC activities will include: • Co-lead implementation and maintenance of tools for poverty and inequality monitoring to inform clients about developments and policy solutions for the less well-off. • Contribute to country and sectoral team activities studying the distributional impact of labor markets, fiscal, social and gender topics, and promote evidence-based decision making. • Lead or collaborate on economic analysis of the distributional effects of policy reforms. • Conduct data management and analysis using harmonized databases, World Bank datasets and tools (such as datalibweb, WB-SEDLAC), administrative data, and others, including support to the Stats Team when relevant. • Support dissemination of findings of analytical work under different formats: research papers, policy notes, presentations, conferences.
