Health has been elevated to one of nine corporate priorities of the World Bank Group, a recognition that health is not merely a social sector concern but a foundational driver of poverty reduction, human capital development, and economic growth. This elevation is institutionalized through the WBG Health Targets and Results Scorecard, where health accounts for two corporate indicators: (1) the number of people receiving quality health, nutrition, and population services, and (2) the number of countries benefitting from strengthened capacity to prevent, detect, and respond to health emergencies. Health is also one of five priority sectors under the WBG Jobs Framework, reflecting the recognition that health systems are among the largest employers in most economies and that investment in health generates economic returns well beyond the sector itself. The Global Health Directorate is part of the WBG Knowledge Bank, which brings WBG's collective sector expertise together into a single, integrated system—combining insights from IBRD/IDA, IFC, and MIGA to deliver solutions that drive impact at scale in line with the WBG’s Health targets. Within the Global Health Directorate, the Health Solutions Impact team works on delivering scalable solutions to the WBG public and private sector clients to enable the achievement of WBG Health targets. International Finance Corporation (IFC), a member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. IFC has an active portfolio of $3.5 billion in health care companies in emerging markets. Through these investments and private sector advisory services, IFC enables private sector contribution to the WBG Health targets. WBG Global Health Advisory Services to the Private Sector WBG's Healthcare Advisory global programs targeting the private sector, under the Health Solutions unit, aim to establish the necessary conditions that will attract the private capital at scale in support of the WBG Health targets. This is also complemented by wide public outreach efforts which has the following objectives: • Engage with IFC’s existing and target clients, positioning IFC as a long-term partner and smart investor with strong sector expertise in healthcare sector. • Promoting the importance of quality, ethics and operational excellence in private healthcare services and life sciences sectors to raise standards and fill gaps in overall health systems. To help shine a light on ethical issues and mobilize care providers to address them, the IFC, in collaboration with the World Bank, and in consultation with leading global health experts, has developed the Ethical Principles in Health Care (EPiHC): www.epihc.org . The EPiHC are a set of ten concise, pragmatic and universally applicable shared values/core beliefs to promote ethical conduct, and to help guide the decision making of organizations participating in health care provision. EPiHC supports the overall development objective of creating stronger health care providers, stronger health care systems and ultimately improved access to high-quality, affordable health care. When health care providers adopt the EPiHC and implement changes within their organizations to align to the principles, it brings direct benefits to their staff and the patients and communities they serve. Currently there are 445+ EPiHC Signatories. The WBG is set out to strengthen the community and promote the good practices related under EPiHC for greater adoption across the signatories. As part of the next phase of EPiHC, we are now scaling up its operational and programmatic capacity by engaging an Extended Term Consultant (ETC) to lead end-to-end project management of the initiative and take on an expanded scope of strategic, operational, and stakeholder engagement responsibilities. The ETC will be expected to continue to innovate and improve the EPiHC program. The ETC will be supported by a multi-disciplinary team of Knowledge Bank, and regional IFC/IBRD staff. Roles Responsibilities: The ETC will be responsible for leading project management functions for the EPiHC initiative and will provide comprehensive strategic, programmatic, and administrative support to the EPiHC Secretariat. Project Management and Strategic Planning • Lead the development and implementation of EPiHC's annual/ multi-year action plans in line with the WBG Health targets and implementation plans, including setting milestones, tracking deliverables, and reporting on progress against targets. • Prepare, maintain, and update strategy documents and programmatic frameworks that guide the EPiHC initiative, under the leadership of the advisory team. • Collaborate with consultants to deliver EPiHC activities, providing guidance, feedback, and day‑to‑day support while ensuring timely and high‑quality outputs. • Coordinate effectively with regional counterparts to promote outreach and EPiHC implementation across geographies • Facilitate and lead regular internal progress meetings with the EPiHC team and regional counterparts, ensuring follow-up on action items and accountability across workstreams. • Identify bottlenecks or execution gaps proactively and propose corrective actions to the EPiHC leadership. • Prepare and submit Project Status Reports (PSRs) in accordance with IFC reporting cycles, including tracking key performance indicators, risks, and lessons learned. Development and scaling of EPiHC Value-Added Tools • Lead the development, rollout and adoption of the EPiHC Value added tools (for example EPiHC’s Maturity Assessment Tool) • Coordinate the dissemination of the EPiHC- MAT Tool to signatories, facilitating onboarding, orientation, and support for users. • Monitor uptake and usage patterns of value-added tools, gather feedback from signatories, and prepare summaries of findings for the EPiHC Secretariat and Advisory Board. • Coordinate any technical support or refinements to the tools in collaboration with relevant digital/technical teams and vendors. • Develop and execute strategies to increase uptake of EPiHC tools among signatories and the broader health care community. • Organize webinars, trainings, or workshops that support signatory implementation of the principles. Strategic Partnerships and Stakeholder Engagement • Lead the development and management of strategic partnerships with global health organizations, industry associations, academic institutions, signatories, and other stakeholders relevant to EPiHC’ s mandate. • Serve as a primary point of contact for external partners and help build a robust stakeholder ecosystem around the initiative. • Support the establishment and ongoing management of the EPiHC Advisory Board, including organizing meetings, preparing materials, tracking recommendations, and facilitating follow-through. • Cultivate and maintain relationships with EPiHC Signatories, supporting their engagement and active participation in the community. Outreach, Communications, and Visibility • Develop and execute comprehensive outreach and communications plans, working in collaboration with regional counterparts and under the guidance of the health advisory team and Communications Lead. • Manage EPiHC’ s social media presence and email communication channels, including drafting content, scheduling posts, monitoring engagement, and growing the follower community. • Prepare and distribute a quarterly signatory newsletter featuring updates, events, success stories, and relevant resources. • Coordinate the production of case studies with Signatories that narrate their EPiHC journey and implementation experiences. • Maintain and regularly update the EPiHC Resource Library on the website with curated materials, guidance documents, and best practices. • Coordinate and manage the production of thought leadership content including blogs, op-eds, and articles for relevant publications and platforms. • Support brand visibility efforts to position EPiHC as a globally recognized framework for health care ethics. Operational Support • Provide day-to-day operational support to the EPiHC Secretariat, ensuring thorough execution of programmatic activities. • Support budget planning, tracking, and expenditure monitoring for the EPiHC initiative, working in close coordination with the IFC Finance team. • Support donor communications and relationship management, contributing to donor visibility efforts and ensuring that EPiHC's impact is clearly and compellingly communicated. • Maintain accurate records and documentation in accordance with institutional requirements. Procurement and Vendor Management • Coordinate vendor identification, engagement, and management in line with EPiHC's programmatic needs, working in close collaboration with IFC Procurement colleagues. • Prepare procurement documentation including Statements of Work, Terms of Reference for vendors, and evaluation frameworks. • Manage ongoing vendor relationships, track deliverables, and ensure quality and timeliness of contracted outputs. • Coordinate contract renewals, amendments, and close-outs in compliance with WBG procurement policies.
