Job Description
• Project Definition & Scoping
- Lead development and refinement of project mission need (CD‑0) through approval of alternative selection and cost range (CD‑1) in accordance with DOE O 413.3B. This includes documentation such as mission need statements, analysis of alternatives (AoA), and design concept packages.
- Define and document technical scope, performance baseline, cost estimate, and schedule at CD‑2. Ensure design maturity of ≥80–90% for non‑nuclear and safety‑level nuclear projects as required.
• Critical Decision (CD) Management
- Prepare, review, and submit key Deliverables for each DOE CD milestone.
- Organize and lead Independent External Reviews (EIRs), Project Peer Reviews, and Project Definition Rating Index (PDRI) sessions to validate readiness at each CD gate.
• Baseline & Performance Management
- Establish and manage the Performance Baseline and implement Earned Value Management Systems (EVMS) for TPC ≥ $50M. Ensure monthly PARS II reporting post-CD‑2 and EVMS surveillance compliance.
- Track baseline deviations, coordinate Performance Baseline Change Proposals and report to the Office of Engineering & Construction Management (OECM) when required.
• Integrated Project Team (IPT) Leadership
- Form and chair the Integrated Project Team (IPT), including Federal Project Director (FPD), major stakeholders, technical experts, and contract staff.
- Facilitate coordination with DOE-HQs, OECM, Central Technical Authority, Safety & Security, Environmental Management, and NNSA as relevant.
• Stakeholder Coordination & Project Reporting
- Integrate inputs from federal/state/local stakeholders, regulators, and Savannah River Site master planning into project documentation, scoping, and land use planning.
- Ensure alignment with facility Master Plan, campus development, and integrated Program Management Plan (PMP) funding scenarios. Provide accurate and timely progress reports to senior DOE/SRS leadership, incorporating PARS II EV data and CD deliverable statuses.
- Capture and incorporate lessons learned across project phases and share them with OECM and peer sites.
