
Project Manager / Telecommunications Infrastructure Design Specialist
Job Description
The Project Manager / Telecommunications Infrastructure Design Specialist provides technical leadership, project management, and telecommunications infrastructure design expertise in support of U.S. Army Special Operations Command (USASOC) programs and facilities at Ft. Bragg, NC. The successful candidate will lead the planning, design, integration, and modernization of voice, data, fiber optic, and telecommunications infrastructure supporting mission-critical operations, command centers, training facilities, and administrative environments. This position serves as the primary liaison between government stakeholders, engineering teams, construction contractors, and communications service providers to ensure telecommunications projects are executed on schedule, within budget, and in compliance with Department of War (DoW), industry, and installation standards.

Must have an active Secret clearance
Responsibilities:
- Manage telecommunications infrastructure projects throughout the project lifecycle, including planning, design, implementation, testing, and closeout.
- Develop and review telecommunications infrastructure designs for inside plant (ISP) and outside plant (OSP) networks.
- Design and document structured cabling systems, fiber optic distribution systems, telecommunications rooms, equipment rooms, and pathways/spaces.
- Produce and review technical drawings, specifications, Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and project schedules.
- Coordinate with USSOCOM stakeholders, installation directorates, engineers, architects, and construction teams to support facility modernization and new construction efforts.
- Ensure compliance with BICSI, TIA/EIA, ANSI, National Electrical Code (NEC), UFC, and DoD telecommunications standards.
- Conduct site surveys, infrastructure assessments, and telecommunications planning studies.
- Evaluate telecommunications requirements and develop recommendations for network expansion, technology refresh, and infrastructure improvements.
- Monitor contractor performance and provide technical oversight during construction and installation activities.
- Support acquisition planning, technical evaluations, and project documentation.
- Prepare and present project status briefings to government leadership and program managers.
- Identify project risks and develop mitigation strategies to ensure mission success.
Required Qualifications:
- Bachelor's or Master’s degree with at least 16 years of experience in telecommunications infrastructure design, engineering, or project management.
- Current BICSI Certification.
- Experience supporting DoW, federal, or military telecommunications infrastructure projects.
- Knowledge of structured cabling systems, fiber optic infrastructure, telecommunications distribution methods, and facility communications design.
- Experience developing and reviewing engineering drawings and technical documentation.
- Proficiency with telecommunications design standards and industry best practices.
- Experience managing military construction (MILCON), facility renovation, or modernization projects.
