Job Description
Mayvin is seeking an experienced Programming & Financial Analysis Lead to support the U.S. Army Special Operations Command (USASOC) G8 Programming & Analysis Division (PAD). The selected candidate will provide expert-level financial programming, budget formulation, Program Objective Memorandum (POM) development, and Service Contract Requirements (SCR) management support to senior leadership.
Must be a U.S. Citizen
Must have an active Top Secret clearance
Responsibilities:
- Serve as the Programming Contractor Lead supporting the USASOC G8 Programming & Analysis Division.
- Manage and analyze multiple appropriations, developing historical trends, financial forecasts, executive dashboards, charts, and briefing materials for senior leaders.
- Lead development and coordination of Program Objective Memorandum (POM) submissions supporting programs valued at over $205 million.
- Prepare executive-level budget, programming, and resource allocation briefings; conduct leadership reviews and rehearsal sessions for senior decision-makers.
- Review, edit, and assess all USASOC Service Contract Requirement (SCR) packages; provide recommendations to Contracting Officer Representatives (CORs) and prepare approval packages for Senior Executive Service (SES) review boards.
- Develop and maintain annual Headquarters battle-space awareness, programming, execution, and Congressional Budget Estimate Submission (BES) briefings.
- Provide financial management, programming, PPBE, and budget execution training and mentorship to government personnel.
- Support resource planning, budget execution tracking, and strategic financial decision-making initiatives.
Required Qualifications:
- Bachelor's degree in Business, Finance, Accounting, Economics, Public Administration, Management, or related field.
- Minimum 12 years of experience supporting Department of War programming, budgeting, financial management, or resource management activities.
- Demonstrated experience supporting PPBE/PPBES processes, POM development, BES submissions, and budget execution.
- Experience developing executive-level briefings and presenting financial analysis to senior military and civilian leadership.
- Knowledge of federal appropriations and DoW financial management regulations.
- Strong analytical, communication, and briefing development skills.
- Experience supporting Special Operations Forces (SOF), USASOC, USSOCOM, Army G-8, or other major headquarters organizations.
- Familiarity with Service Contract Requirement (SCR) development and review processes.
