Reports to: Senior Director, Data & Analytics

Purpose 

The Sr. Manager, Data Governance owns the enterprise data governance function from inception, establishing policy, data ownership, lineage, and stewardship practices at PANTHERx. This role designs and stands up the governance framework, defines data ownership structures across business domains, and builds the stewardship capacity to operationalize policy at scale. Data Governance at PANTHERx must span the full data lifecycle: from raw ingestion through transformation, analytics delivery, and AI model inputs. The Sr. Manager serves as the governance anchor for the AI pillar, the policy foundation that QA operationalizes in pipeline validation, and the source of data definitions that Informatics embeds in acceptance criteria. This is a builder and standards-setter role, reporting to the Sr. Director, Data & Analytics and working in close alignment with technology leadership.

Responsibilities 

Data Governance Framework & Policy

  • Designs and owns the enterprise data governance framework, aligned to DAMA-DMBOK principles.
  • Defines data domains, data ownership assignments, and stewardship accountability structures across the organization.
  • Establishes and publishes data policies covering classification, quality standards, retention, access, and acceptable use.
  • Builds a data governance maturity model with measurable milestones.

Data Quality Standards

  • Defines enterprise data quality dimensions: completeness, accuracy, timeliness, consistency, uniqueness, and validity.
  • Establishes data quality rules and thresholds that the QA function operationalizes in pipeline validation.
  • Partners with the Director, Quality Assurance to ensure governance policy translates directly into executable test criteria.

Data Lineage & Cataloguing

  • Assesses, selects, and implements a data catalogue and lineage tooling capability.
  • Defines metadata standards and ensures data assets are documented, classified, and discoverable.
  • Partners with the data engineering leaders to ensure pipeline architecture supports lineage capture.

AI & Analytics Governance

  • Serves as the governance anchor for the AI pillar, defining data standards and quality thresholds that apply to AI model inputs.
  • Collaborates with technology leadership to ensure governance policy is reflected in AI data sourcing, validation, and monitoring practices.
  • Establishes a phased roadmap for AI governance that can expand as the AI program matures, without conflating Data Governance and AI Governance prematurely.

Stewardship Program & Cross-Functional Partnership

  • Builds and operates the data stewardship program; defines steward roles, domain assignments, and operating rhythms.
  • Partners with Director, Informatics to embed data definitions and quality standards in acceptance criteria before work enters delivery.
  • Partners with Director, Quality Assurance to align governance-defined quality dimensions with QA pipeline validation rules.
  • Represents data governance in IT leadership forums and cross-functional executive engagements.

 Required Qualifications

  • 7+ years of progressive data management or data governance experience, including at least 2 years owning or leading a governance function.
  • Demonstrated experience building data governance programs from the ground up, establishing policy, ownership structures, and stewardship practices where none previously existed.
  • Deep familiarity with DAMA-DMBOK and related governance frameworks; ability to translate framework concepts into operational practice.
  • Hands-on experience defining data quality dimensions, data ownership models, and data classification schemes in complex data environments.
  • Proven ability to work cross-functionally, building adoption of governance standards through influence rather than top-down mandate.
  • Strong communication skills; able to translate governance risk and policy into language meaningful to non-technical executives and business stakeholders.

Preferred Qualifications

  • Experience in healthcare, pharmacy, or regulated industries; familiarity with HIPAA, NCPDP, HL7 FHIR, or clinical data standards.
  • CDMP (Certified Data Management Professional) or equivalent data governance certification.
  • Familiarity with data catalogue and lineage tooling (Collibra, Alation, Atlan, DataHub, or equivalent).
  • Experience partnering with QA functions to operationalize data quality standards in pipeline validation.
  • Exposure to modern cloud data platforms (Azure, AWS, GCP) and data mesh or data product organizational models.
  • Familiarity with AI governance concepts, sufficient to define the governance boundary between Data Governance and AI Governance.
  • Bachelor's degree in Computer Science, Data Management, or a related field, or equivalent experience.

Work Environment

This position works in a home office and professional office environment. When in-office this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines, and communications via MS Teams.

The employee frequently is required to stand; walk; use hands and fingers to handle or feel; and reach with hands and arms. Visual acuity is necessary for tasks such as reading and working with various forms of data on a screen.
