THE POSITION

The Manager, Training & Readiness (Safety & Security) is responsible for designing, implementing and overseeing the tournament-wide capability-building, training and readiness programme for the FIFA Women’s World Cup 2027™. The role ensures that all safety and security personnel — including direct hires and supplier staff — meet defined competence, licensing and readiness standards prior to deployment.

The position establishes structured training frameworks, certification processes and exercise programmes to ensure operational preparedness across stadiums and non-competition sites. The role supports the creation of a sustainable safety and security legacy in Brazil through structured upskilling and professionalisation of the workforce.

• Conduct a comprehensive market capability and capacity analysis to identify gaps and risks related to the provision of staffed safety and security services
• Identify applicable qualification, certification and licensing criteria within Brazil and its federal states relevant to guarding, stewarding, close protection and related disciplines
• Design and implement a bespoke capability-building strategy for internal staff and external security suppliers
• Design and deliver security training programmes tailored to specific roles (e.g. security guards, stewards, supervisors, managers, TSLOs/RSLOs and direct hires)
• Develop and implement a structured training curriculum and training materials aligned with the Safety & Security Strategy and Operational Plan
• Design, develop and implement analogue and digital training solutions, including instructor-led programmes, workshops and e-learning packages, ensuring scalable, accessible and role-specific learning delivery across all safety and security personnel
• Define readiness criteria and certification processes for safety and security personnel prior to deployment
• Establish systems to track workforce competence, training completion and deployment readiness across all official tournament sites
• Coordinate and oversee joint exercises, table-top simulations, venue rehearsals and scenario-based drills to test operational response and inter-agency coordination
• Design and implement programmes to ensure compliance with statutory qualification and licensing standards on site, including the development of quality control audit processes
• Engage with safety and security suppliers to ensure that capability-building programmes are delivered effectively and that all personnel are trained before commencing work
• Coordinate with other FWWC2027 functional areas to ensure alignment on policies, procedures and response protocols
• Oversee the delivery and evaluation of drills, simulations and readiness exercises to ensure operational effectiveness
• Identify training gaps and implement corrective actions through continuous improvement processes
• Conduct on-site quality control audits to verify training completion, certification and operational competence
• Support senior management and site management in verifying training-related supplier invoices and compliance documentation



YOUR PROFILE

Education
• University degree in security management, education and training, public safety, risk management or a related field
• Professional training qualification or certification (e.g. instructional design, adult learning, security training accreditation) is desirable

Experience
• Minimum 5 years of experience in safety and security training, workforce readiness or operational preparedness roles
• Demonstrated experience designing and delivering structured training programmes in large-scale operational environments
• Experience coordinating exercises, simulations and multi-agency readiness activities
• Familiarity with Brazilian licensing and qualification requirements in the security sector
• Experience working with public security authorities and private security suppliers

• Strong instructional design and training delivery capability
• Structured and analytical approach to readiness measurement and workforce tracking
• Excellent organisational and project management skills
• Ability to coordinate complex multi-stakeholder exercises and rehearsals
• Strong leadership and stakeholder engagement capability
• Clear written and verbal communication skills
• Advanced IT proficiency including MS Office suite, particularly Excel, PowerPoint and Word
Certifications & Requirements
• Right to live and work in Brazil
• Willingness to travel nationally and work extended hours during tournament periods
• Fluency in Portuguese and English (spoken and written) is essential
