Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars: Pillar 1: IA‑CEPA institutional architecture policy reform (secretariat and implementation support). Pillar 2: Skills, Businesses Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climate‑smart business models with Indonesian SMEs and Australian partners. Purpose of Position The Strategic Liaison Coordinator (SLC) – Bappenas plays a key operational role in supporting effective coordination between Katalis, the Australian Department of Foreign Affairs and Trade (DFAT), and the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), while facilitating engagement with the Ministry of Trade (Kemendag) and other relevant Government of Indonesia institutions. Reporting to the Public Sector Engagement (PSE) Lead, the SLC serves as a central coordination and liaison point to support effective communication, alignment, and implementation of Katalis activities across government stakeholders. The role provides day‑to‑day coordination and administrative support for cross‑ministerial engagement and IA‑CEPA‑related processes, including meeting management, documentation and action tracking, workplan monitoring, and governance and reporting support, in line with DFAT and Katalis procedures. The role is operational and coordination‑focused and does not involve strategic decision‑making responsibilities. Primary Responsibilities The Strategic Liaison Coordinator will be responsible for the following: Maintain effective working relationships with Bappenas as the primary government counterpart, and support coordination with Kemendag and other relevant Ministries and Agencies. Serve as a central coordination point for engagement between Katalis, DFAT, Bappenas, Kemendag, and other stakeholders. Provide logistical and secretariat support to the PSE Lead and program team for engagement with DFAT,Bappenas, Kemendag, and other stakeholders, including: - IA‑CEPA‑related meetings and program coordination meetings -Cross- ministerial consultants and technical discussions, - Planning and policy discussions, - Field visits and monitoring activities - Other Ad hoc engagements as required Prepare and circulate meeting agendas, briefing materials, and participant lists in a timely manner. Take accurate meeting notes, prepare minutes, and maintain action trackers to support follow‑up on agreed actions and decisions across ministries. Maintain accurate, well‑organized documentation, filing, and archiving systems for correspondence, reports, and governance records. Track Katalis activities related to government engagement, including monitoring progress against workplans, identifying delays, and following up on agreed actions. Support the preparation and dissemination of program updates, reports, and coordination‑related communications to Bappenas, Kemendag, and other stakeholders. Provide inputs to program reporting requirements, including periodic updates aligned with DFAT and Government of Indonesia reporting frameworks. Support the preparation of materials and inputs for IA‑CEPA governance processes and coordination forums, including meetings, workshops, and progress‑sharing discussions. Provide administrative and logistical support for stakeholder engagement activities, including workshops, consultations, and public–private dialogue forums. In coordination with relevant Katalis units, support administrative and compliance processes required by DFAT and the Government of Indonesia, including: - Berita Acara Serah Terima (BAST) documentation - Quarterly and other required reporting - Value- Added Tax (VAT) restitution process - Subsidiary Arrangements - Visa approvals and expatriate formalities - Coordination of required submissions to the Ministry of Finance Facilitate coordination and logistical support for DFAT and Government of Indonesia missions, including scheduling, documentation, and follow‑up. Ensure familiarity with, and compliance to, Katalis Standard Operating Procedures and DFAT protocols, including financial processes, reporting cycles, and operational guidelines. Support government counterparts in accessing relevant program information to facilitate monitoring of Katalis progress and IA‑CEPA implementation. Support the documentation of coordination processes, lessons learned, and operational insights to inform program learning and continuous improvement. Ensure effective coordination with other Katalis teams to maintain alignment and facilitate timely information flow. Ensure compliance with DFAT and Palladium policies and standards, including GEDSI, PSEAH, child protection, environmental and social safeguards, fraud and anti‑corruption measures, and ethics and integrity. Undertake other reasonable tasks as requested by the PSE Lead, Katalis program management, DFAT, and/or government counterparts. Key deliverables During the inception and implementation period, key deliverables will include: Meeting agendas, minutes, and action trackers, including records of cross‑ministerial coordination Updated coordination logs and workplan tracking tools Accurate documentation and filing of program communications and compliance requirements (including BAST, VAT restitution, and expatriate formalities) Stakeholder engagement summaries and coordination records across relevant ministries Administrative and logistical support for meetings, workshops, and official missions Timely inputs to program reporting and coordination updates Documentation of coordination processes, lessons learned, and follow‑up actions Reporting Requirements This role reports to the Public Sector Engagement (PSE) Lead. Reporting requirements may include, but are not limited to: Participation in team meetings, coordination discussions, and other requested meetings and regional meetings (e.g. townhalls). Regular updates (weekly or as required) on coordination activities, meetings, and follow-up actions Monthly inputs to workplan tracking and program reporting Timely documentation of meetings and stakeholder engagements Palladium encourages flexible work practices to enhance wellbeing, productivity and team culture. For this role, we require that employees maintain an in-office presence for the majority of their working week. For example, if an employee works five days a week, they must spend at least three days physically in the office.
