To learn more, visit: https://www.worldbank.org/en/region/afr/eastern-and-southern-africa Unit Context: The Energy Extractives (EEX) Global Practice (GP) of the World Bank Group is made up of about 300 professionals, a lending program in the order of US$5-7 billion a year, an active portfolio of some US$40 billion, and a rich program of Advisory and Analytical Work. The EEX GP focuses on: providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies and to ensure universal access to modern energy services for people in client countries; and, strengthening policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance. The Bank is engaged in all aspects of the electricity sector – generation, transmission, distribution, rural electrification and off-grid– through development policy financing, program for results, investment financing support, technical assistance and guarantee operations; assisting the government with policy reforms to attract investments in generation and renewable energy along with the promotion of the regional energy trade in the Central, Eastern, Southern and Western Africa power pools, modernizing the electricity network for the needs of a modern economy and increasing energy access are among the key areas of the Bank’s deepening engagement in the sector. The Africa energy sector grouping consists of four units across two regions of (a) Eastern and Southern Africa and (b) West and Central Africa. Duties and accountabilities: •Support ASCENT Regional Program Team, in providing • Operational and Analytical Support to project teams. This includes on-demand support for development of new lending operations from concept through board approval, contributing to technical design and preparing project documentation, particularly design of renewable energy financing instruments. • Lead and provide inputs to tasks, including economic analysis, review of policy and regulatory frameworks, analysis of energy balances/demand, and private capital enabling/mobilizing activities • Support ASCENT Carbon Finance program. Develop action plan and coordinate activities for the joint team from AFE, Climate Change, and Innovation. Identify issues for ASCENT TTLs and Country Energy TTLs’ action. • Support innovative solutions in select countries (Ethiopia, South Sudan, Sudan, Mozambique, Tanzania, Zambia) • Provide hands-on technical support to task teams in terms of serving as a focal point for stakeholders (manufacturers, distributors, retailers, public sector, etc.) related to market intelligence, quality assurance, business development services, access to finance, and public sector solutions. • Fast-track Liaison with project Implementing agencies. Represent the energy team and TTLs at project meetings and workshops, follow-up on key actions, proactive identification and resolution of Bank/client relationships. • Support any other activities to fast-track project preparation and implementation across ASCENT countries, as prioritized by the ASCENT TTLs.
