The Social Policy Global Practice The Social Policy Global Practice delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include: • Strategy, analysis, financing and design of programs delivering social safety nets/social assistance in the form of cash transfers, public works programs, social services, and fee waivers. • Advisory and analytical services on design and delivery of contributory transfers (including old-age pensions, unemployment insurance, disability and survivor benefits). • Analysis, design and delivery of labor market and youth employment programs (with a focus on supply side interventions and intermediation policies), as well as policy advice on labor market regulations and interventions. MENAAP Regional Social Policy (SP) unit (HMAPS) manages a growing operations portfolio and exciting analytical work across the region. HMAPS is seeking a Social Protection Specialist to conduct policy dialogue and carry out SP operational and analytical work program in Morocco. S/he will work as a core member of the SPJ team in the World Bank’s Morocco Office in Rabat to support the SPJ engagement in country. S/he shall contribute to the successful day-to-day delivery of the overall SPJ programming efforts, technical assistance, lending, Project management and close Coordination and Capacity Building with government counterparts. The position will be based in the Bank’s Morocco country office in Rabat, Morocco and the selected candidate would be expected to travel to Washington DC and other countries in the Maghreb to participate in essential functions of operations as appropriate. Roles and responsibilities The successful candidate will be an Extended Term Consultant in HMAPS and report to its Practice Manager. S/he will work as a core member of the SP team in the World Bank’s Rabat office to support the SP engagement in Morocco. S/he will contribute to the successful day-to-day delivery of the overall SP programming efforts, analytical/technical work, technical assistance, lending, project management. The position will involve frequent interaction with government counterparts, universities, research think-tanks, and other donor agencies. The successful candidate shall work with other GPs and contribute to multi-sectoral tasks as per business requirements. The successful candidate will mainly work on operational and analytical tasks and will as well contribute to project preparations. More specifically the candidate will be expected to assist with the following tasks: • Implementation support to the Task Team Leaders for the following projects (i) Morocco Second Identity and Targeting for Social Protection Project (P504398); (ii) Support to the Strengthening of Social Safety Nets for Human Development in Morocco Project (P507373); (iii) Morocco Emergency Cash Transfer COVID-19 Response Project; and (iv) Morocco Skills and Employment Project. The consultant will contribute to day-to-day supervision and technical assistance to these projects and will participate and contribute to preparation and supervision missions, including contributing to the preparation of mission agendas, presentations, aide-memoires, ISRs, etc. • Contribute to the ongoing technical assistance projects on (i) digitalization of payments (G2Px); (ii) identification (ID4D); and (iii) international labor migration (EU-funded). This would include weekly coordination with the government counterparts, support to government counterparts in project management, supervision of agreed work plans, support in missions’ preparation and support in preparing mission documents. • Contribute to analytical tasks on jobs, international labor migration, targeting, pensions and productive economic inclusion by organizing desk research, interviews, focus groups and other instruments and contributing to the analysis of data and drafting of reports. • Contribution to the preparation of future lending projects or technical assistance. • Coordination support to ensure a strong communication with the EU, and other donors involved in the social protection and job space.
