The World Bank's Iraq portfolio spans strategic, technical, analytical, and operational work across a wide range of sectors, including Social Protection and Labor (SPL). The Iraq SPL team seeks an Iraq-based Operations Officer ETC to serve as a core team member, supporting ongoing and upcoming projects in the country, with possible cross-support to engagements in other MENAAP countries. Scope of Work Kurdistan Region of Iraq Social Safety Net Enhancement Project (KRI SSNEP) • Co-lead day-to-day engagement with government officials to maintain effective dialogue on sectors priorities and pilot implementation. • Oversee technical and operational project deliverables, and carry out quality assurance in English, Arabic and Kurdish. • Liaise with stakeholders, including Project Management Unit (PMU), Country Management Unit, and development partners, to collect and analyze information that supports project activities and informs decision-making, in close coordination with the Task Team Leaders (TTLs). • Contribute to briefing materials, mission letters, management letters, activity reports, and related budget monitoring. • Oversee the development of technical outputs for the pilot, including post-distribution monitoring, M E frameworks, grievance redress mechanisms guidelines, and PMU capacity building. • Identify qualified consultants for specific assignments, in coordination with the TTLs, guide them and review their deliverables to ensure substance and quality. • Lead the organization of missions and events (virtual and in-person), including agenda preparation, mission announcement letters, and management letters. • Represent the SPL team in key events and meetings, including with government and development partners/donors. Iraq Economic Inclusion Pilot (EIP) • Support the launch of the pilot, including review of the Project Operations Manual, the local market assessment, existing curricula, and planned evaluation. • Support the TTLs with monitoring implementation on a day-to-day basis. • Participate in implementation support missions and support the preparations for these missions and the documentation of outcomes. • Prepare and maintain the pilot implementation timeline, including activity sequencing, deliverable scheduling, and resource planning/projected disbursements. • Provide input and feedback on technical materials, including presentations, reports, and operational outputs, ensuring quality and timely delivery. Operational Support to Other Engagements • Social Fund for Development Project (SFDP): Follow up and support the project’s implementation, particularly in the KRI governorates, alert the TTLs of emerging issues, and take action as appropriate. • Iraq Social Safety Net Enhancement Pilot (SSNEP): Provide ad-hoc support to the team as needed, leveraging the synergies with the KRI SSNEP (system strengthening agenda). • Lebanon Social Policy Engagement: Provide quality assurance to disclosable documents in English and Arabic as needed. • Policy Dialogue and Business Development in Iraq: Contribute to advancing the sector’s policy dialogue in Iraq and support the team with business development (identification and preparation of proposals as funding opportunities become available).
