Manager, Property and Land (Placemaking) (11-month contract)
Job Description
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
Lead the full-cycle implementation of placemaking programmes, from planning through execution, monitoring, and closure
Provide design planning inputs, including spatial layout, pedestrian flow, zoning, public installations, and wayfinding
Manage and oversee the appointment, performance, KPIs, and relationships of placemaking partners, operators, and agencies to ensure excellence in delivery.
Translate strategic direction into actionable project plans, developing detailed schedules, tracking progress, and managing procurement and financial operations in accordance with corporate governance
Identify and evaluate opportunities within the Authority's portfolio of projects, properties, and public spaces through data-driven insights and an analytical mindset
Cultivate relationships with potential partner organisations and develop collaborative programmes designed to strengthen the connection between the Authority's assets, people, and the wider community
Oversee the daily operation and programming of existing community spaces while spearheading the activation of new venues to ensure a high standard of placemaking principles
Generate fresh, district-appropriate concepts that are practical to implement within budget and timeline constraints
To undertake other duties as may be assigned by supervisors
Requirements:
Degree holder in Urban Studies, Placemaking, Real Estate, Business, PR & Marketing, Event & Curatorship, Art & Cultures, Heritage or relevant disciplines
Minimum of 8 years’ experience with at least 2 years in a supervisory capacity in marketing, events & exhibitions management, arts and cultural programmes, or related fields
Proven track record in successfully managing complex projects from conception through to delivery, and impact assessment
Strong spatial thinking capability, with familiarity in visual communication methods (such as sketches, mood boards, or simple plans) to convey design intent to non-design stakeholders
Extensive professional network with NGOs, community organisations, art and cultural groups, vendors, contractors, event agencies, as well as designers and creative practitioners
A disciplined approach to balancing creative ambition with practical constraints, including budget, timeline, regulatory requirements, and stakeholder needs
Mature, confident, and inspiring leadership with strong communication, presentation, and negotiation skills
Good command of written and spoken English and Chinese (including Cantonese and Putonghua)
