Position: Manager (Strategic Purchasing)
Rank: Executive Officer I
Department/ Cluster: Strategic Purchasing Office, Finance Division, HA Head Office
Pay : HK$69,414 to HK$87,341 per month [HMPS point 3 to 8] per month including Monthly Allowance
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.
Key Responsibilities:
The incumbent will be seconded to the Strategic Purchasing Office (SPO), Health Bureau with main duties as follows:
1. | To assist the Chief Executive Officer (CEO) in exploring and developing strategic purchasing options under SPO. |
2. | To compile and analyse relevant service data and information for defining objectives, scope, parameters of new-Strategic Purchasing Programmes (SPPs). |
3. | To collect and collate market data and information for formulation of marketing strategies and activities. |
4. | To support in coordination with relevant stakeholders during planning phase of new SPPs initiatives. |
5. | To provide executive support to the CEO’s daily operations including SPPs. |
6. | To handle enquiries from internal and external partners. |
7. | To handle Government-related matters, including collation of information and coordination of replies as requested by Government Bureaux / Departments or other parties. |
8. | To provide executive and secretariat support to governance platforms of SPPs. |
9. | To supervise subordinates and perform any other duties as assigned by supervisors. |
Entry Requirements:
1. | A university degree or equivalent. |
2. | At least 4 years’ post-qualification experience in management function / respective profession / function of the post, of which at least 2 years’ experience is in junior management / professional level. (e.g. EO II or equivalent level). |
3. | Good command of both written and spoken English and Chinese. |
Preferred Attributes/Exposure:
1. | A university degree in healthcare / health information management discipline or equivalent. |
2. | With at least 4 years’ post-qualification working experience in information technology. |
3. | Solid experience of healthcare management in the private healthcare sector and/or public-private partnership programmes. |
4. | Substantial experience in complaint and/or incident management in healthcare settings. |
5. | Experience and knowledge of eHealth Record System and/or procurement procedures in the Government. |
6. | Good communication, interpersonal and organizational skills. |
7. | Strong analytical and problem-solving skills. |
8. | Responsible, self-motivated, and able to work under pressure. |
